- RECOVERY2009 STIMULUS PROJECT: Simplified Acquisition Construction Contract for TECOGEN CO-GENERATION UNIT ADVANCED METERING INSTALLATION WILLIAMS COAST GUARD BUILDING IN BOSTON, MA The General Services Administration (GSA), New England Region is seeking qualified small business contractors with demonstrated prior construction experience for installation of advanced metering at the Williams Coast Guard Building, 408 Atlantic Avenue in Boston, MA. Funding for this project was requested as part of the American Recovery and Reinvestment Act (ARRA) of 2009. This procurement is 100% set-aside for Service Disabled Veteran Owned Businesses (SDVOSB) capable of providing these services. The applicable size standard $14.0 million and North American Industry Classification System (NAICS) code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors). Estimated cost is between $25,000.00 and $100,000. This project is to be awarded as a firm fixed price contract. The work includes but is not limited to furnishing and installation of one (1) Obvius A8812-1 Aquasuite wireless data collection device, one (1) Obvius R9120-5 ModHopper wireless, 256 bit AES encryption advanced metering hardware device, and one Btu meter, to monitor the Tecogen Co-Generation unit and program and connect the meters to the existing GSA network LAN switch : contractor to provide all supervision, labor, materials, equipment and testing necessary to furnish and install the advanced metering project at the Williams Coast Guard Building. This will include CT's and cabling connections from the Co-generation control panel power circuit and installed Btu meter to the Obvius R9120-5 Modhopper device. The project shall connect the A8812-1 AquaSuite to the existing ION7650 Advanced Meter and insure stable wireless communication with Obvius R9120-5 Modhopper. The contractor shall connect, test and program the installed meters, and verify communication and data to the server. Unless otherwise specified, no sub-metering will be installed at this time. The solicitation will be issued on or about September 7, 2011. A site visit will be scheduled at the Williams Coast Guard Building on Atlantic Avenue in Boston, MA on September 12, 2011 at 830AM. Potential offerors are required to visit the site of performance to familiarize themselves with the conditions of the building and its co-gen equipment. RFPs will be due on or about September 22nd, 2011. The anticipated start date is October 1, 2011. The period of performance is estimated to be 60 calendar days (after a Notice to Proceed is issued). It is the offeror's responsibility to monitor this site for release of the RFP, and amendments as well as any related information. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this synopsis.
