Description
Special Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), and the Great Lakes Environmental Research Laboratory (GLERL)is awarding a Purchase Order for the purchase of one each Underwater Hyperspectral Radiometer and one each HPRO II in Water Profiling Package to Satlantic, Inc. Sole Source Justification: The Government knows of only one source, Satlantic, Inc. Requirements for the purchase of a commercially-available free falling (variable, controlled decent) underwater hyperspectural radiometer: 1) This underwater spectroradiometer must have a simultaneously measuring surface reference sensor; 2) Must measure between 350-800 nm and have adaptive gain and full spectrum dark shutter correction and easy to use software for data analysis; 3) In free-falling mode, the instrument must be able to collect data within 5cm from water surface or shallower; and 4) This instrument must have an onboard tilt sensor to provide feedback for interpretation of data. The sole source is based on equipment being compatible to Satlantic Inc. The instrument is needed to measure in-water and above water radiation in order to calibrate the remote sensing imagery collected as part of the OHH/Lake Erie Experimental HABs bulletin. Without this information GLERL cannot validate their bloom forecasts, therefore solely relying on satellite imagery which is not enough of a predictor to support and provide statistically information which GLERL seeks. Market Research: The Government conducted a market research and found there are no other underwater hyperspectral radiometers that can be compared to the underwater hyperspectral radiometers manufactured by Satlantic, Inc. Satlantic, Inc. is the only known manufacturer that can provide a hyperspectral radiometer that meets all of the Government's requirements. A sources sought was posted on FedBizOpps under NRMAF0001103034KLC on August 2, 2011 for a 7-day posting that resulted in no responses to the notice.
