- Bid Schedule - this is a separate page from what is shown in the synopsis/soliciation to make it easier for offerors to submit pricing. This is a combined synopsis/solicitation for commercial services and/or supplies prepared in accordance with the format in FAR Subpart 13.5 and FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will NOT be issued. The solicitation number for this requirement is FA2543-11-T-0023 and is hereby issued as a Request for Quote (RFQ) using subpart FAR Part 13, Simplified Acquisition Procedures. The 460 CES/CEF, Buckley AFB, Colorado and the 45 CES/CEF, Patrick AFB, Florida, each require a contract for the following item: A twelve-month base period (comprised of a 6 month lead time (CLIN's 0001) and a 6 month of lease period (CLIN's 0003) and four 1-year possible options (CLINS 1003 - 4003) for an Operational Lease for a Mobile Aircraft Fire Training (MAFT) Device. (See the attached Statement of Need (SoN), dated 19 Aug 11 for specific details.) A full service lease agreement is required to include maintenance of the system in the base period and each option. Although an assignment of claims is permitted, the government does not intend to enter into a 3rd party financing agreement. There are two separate delivery destinations for this requirement and two contracts will be issued as a result of this solicitation. (Note: For clarification purposes - the Sources Sought Notice posted on 26 Jul 11, contained only draft information and indicated, "This requirement will require the vendor to agree to annual payments over five years (equal fixed amounts) made by the government under a lease-to-own/lease-to-purchase agreement." This is not the case for this solicitation. Instead, the government desires an Operational Lease to include maintenance of the unit. Any option periods will be exercised in accordance with 52.217-9, Option to Extend the Term of the Contract. ) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 effective 4 Aug 11, DFAR DCN 20110819 effective 19 Aug 11 and AFFAR AFAC 2011-0714 effective 14 Jul 11. The North American Industry Classification System (NAICS) code is 333319 - Other Commercial and Service Industry Machinery Manufacturing and the Small Business Size Standard is 500. This procurement is unrestricted by business size and socio-economic category and competition is full and open. Women and women owned, service disabled veteran owned, and small disadvantaged businesses are strongly encouraged to submit quotes. The Government intends to issue a firm fixed price contract to the responsible Offeror whose lowest price and technically acceptable quote conforms to the solicitation. Only technically acceptable offers will be considered. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government. CONTRACT NUMBER: FA2543- TYPE OF DOCUMENT: 2-in-1 Invoice CAGE CODE: ADMIN DODAAC: FA2543 ISSUE DODAAC: FA2543 SERVICE ACCEPTER: PAY OFFICE DODAAC: F03000 E-Mail Notifications Contract Administrator: STATEMENT OF NEED (SoN) MOBILE AIRCRAFT FIRE TRAINER (MAFT) 1.0 Overview This requirement is for an Operational Lease for two (2) Mobile Aircraft Fire Training (MAFT's) devices. One will be headquartered at Buckley AFB, CO under 460 CES/CEF and will be shared with F.E. Warren AFB, WY. The other will be headquartered at Patrick AFB, FL under 45 CES/CEF and will be shared with Cape Canaveral, FL. (Note: Shared means the trainers will be transported to the secondary location.) Buckley AFB and Patrick AFB will control the training devices. It is anticipated the Operational Lease will include all maintenance costs and the period of performance shall consist of a twelve (12) month base year with four (4) one-year options. The exercise of the option periods will be at the sole discretion of the Government. This unit will include components that will facilitate training for the required types of fires in accordance with the below referenced documents: - Air Force Instruction (AFI) 32-2001 - Air Force Fire Emergency Services Assessment Program - Air Force Fire Emergency Services Training Guide - AFI 10-210 - National Fire Protection Association (NFPA) Standard 1003 2.0 Background Currently there is no on-site training capability for aircraft fire training at the above locations which impacts the governments' ability to ensure compliance and continued Airfield Rescue and Fire Fighter (ARFF) required certifications. Attaining and maintaining these certifications are important because Air Force firefighters are required to have two live aircraft fire training sessions per year with at least one live fire training session within 12 months of deployment. Lack of this training capability creates problems for the affected departments in maintaining a well-trained and certified staff of ARFF firefighters. The training provided will facilitate upgrade training for newly assigned firefighters, as well as continued twice annual proficiency training for other assigned firefighters. Additionally, it is anticipated the local units will use the MAFT to offer familiarization and proficiency training to local mutual aid fire departments. 3.0 Deliverables The MAFT provider shall provide, within 180 days after receipt of order, a training device as described in the below paragraph 4.0 Scope. In addition to the actual training device, the provider shall also provide the following: 1. Proof of insurance that fully indemnifies the Government until user setup and training is complete at the primary use location - Buckley AFB, CO. (The provider is also hereby notified that the unit must be transportable across interstate, state and county roads without special provisions or convoy procedures. It is anticipated the unit will be transported across interstate, state and county roads a minimum of twice per year between Buckley AFB, CO and FE Warren, WY and Patrick AFB, FL and Cape Canaveral, FL.) 2. Critical specification compliance items can be found under 4.0 Scope, General System Description including types of fires and additional features, Standard Compliance, Mobile Aircraft Trainer Description (Storage/Transport Mode and Training Mode), Transportability, Setup and Breakdown, Special Tools, Operator Controls, Safety System Features, Emergency Shutdown System and any other safety item/feature listed. 3. User guides, owners manuals and checklists describing operations of the unit will be provided. 4. Detailed written instructions for any and all required maintenance to include a recommended maintenance schedule. 5. At each location, a minimum of two each, one-day training sessions consisting of unit setup and tear down, proper use of the trainer, and preparation for shipment. 6. At each location, a three (3) day operations & maintenance-training course for up to (5) of the owner's staff members. The course shall cover safe operations, calibration, and maintenance of the system. 7. Warrant the system to be free of defects in material and workmanship for a period of one (1) year from the date of system delivery. 8. A toll-free customer service phone number that can be used to report system problems, to obtain technical support, and to request replacement parts. 9. Initial five (5) gallons of smoke fluid (required for the optional smoke generator system). 10. Initial bottle of propane sensor calibration gas (‘Span Gas") along with a re-usable regulator and hose. 4.0 Scope General System Description To meet the requirements of NFPA 1003 the Mobile Aircraft Fire Trainer (MAFT) shall be designed to provide mock-ups for the following types of training fires: 1. Cockpit Fires (Interior) 2. Passenger Fires (Interior) 3. Low Wing Engine Fires 4. Wheel/Brake fires 5. 3-D fire under low wing engine mockup 6. Fuselage Fire (Interior) 7. APU Fire 8. Cargo Fire (Interior) 9. Fuel Spill Fire Additionally the trainer must also provide the following features: 1. Shore Power Connections 2. Stainless Steel Construction 3. Internal Smoke Producing System 4. Wireless fire controls complete with a "dead-man" trigger switch 5. Exterior Lighting Each fire training mock-up structure shall have a general appearance of the represented combustible temperature or material and will be designed to withstand the heat of the fire and the application of extinguishing agent without any significant deterioration or loss of function over the design life of the trainer. All flame producing components shall be located as required to produce flame growth in and around the structure consistent with the represented fire. The main flame pilot ignition system shall be inextinguishable during training exercises and shall be concealed. The training fire shall be operated by an instructor at a control console. The control console shall also contain safety system indicators. The system shall automatically monitor all trainer safety systems and shall stop all training fire and begin ventilation as appropriate for the specific safety system alarm or malfunctions. Standard Compliance The trainer and related equipment shall be designed and installed in accordance with the following standards: 1. NFPA 54 - National Fuel Gas Code 2. NFPA 58 - LP Gas, Storage and Use 3. NFPA 70 - National Electrical Code 4. NFPA 86 - Standard for Ovens and Furnaces 5. NFPA 1402 - Guide to Building Fire Service Training Centers 6. UL 508A - The Standard for Industrial Control Equipment 7. Must be certified IAW T.O 35E1-2-13-1 WP 002 paragraph 19 Mobile Aircraft Fire Trainer Description The trainer must be constructed to the approximate critical following dimensions and specifications: Total Weight: 32,000 pounds Storage / Transport Mode - 45 feet long - 13 feet high (Includes the height of the tail engine mockup) - 8 feet 5 inches wide Training Mode - 45 feet long - 13 feet high (Includes the height of the tail engine mockup) - 32 feet wide (Includes the dimensions of the fuselage and the left and right wing structures) Transportability. Removable components for operations and training shall be transportable using only the vehicle and aircraft mockup. The removable components shall not exceed 100 pounds in weight. The force required to move a permanently attached movable section for setup or stowage shall be no greater than 100 pounds. The mobile aircraft fire trainer shall be equipped with the means to secure all components during transport. The mobile aircraft fire trainer shall meet all Department of Transportation (DOT) requirements for commercial vehicles without waivers for size and weight restrictions. Set-up and Breakdown. The device shall require no more than two persons for safe transport, setup, operations, and pack-up. The device shall require no more than 2 hours set-up / assembly time to make fully operational. The time required to reorient the device due to a shift in wind direction shall not exceed 15 minutes. Thermal Protection. The mobile aircraft fire trainer shall be constructed so there will be no thermal impact beneath the unit when set up and operated on improved/unimproved surfaces. Special Tools. The mobile aircraft fire trainer shall require no special tools or equipment for maintenance, setup, or operation. All repair parts shall be commercially available. Operator Controls. The mobile aircraft fire trainer shall provide the means for a single operator to control all flame locations throughout the devices from a single location. The mobile aircraft fire trainer shall be equipped with operator controls that are sufficiently remote from the aircraft mockup as to remain outside of the firefighting activity and apparatus, while being close enough to observe tactical, safety, and training procedures. The controls shall provide the means to individually select fires, to select all fire locations simultaneously, or select a combination (mix) of individual fire on the mockup. The mobile aircraft fire trainer shall provide the means for the operator to extinguish all flames from a central location with a single action. In addition, the mobile aircraft fire trainer shall be equipped with means such as a "dead man" switch to immediately shutdown the entire system upon release of the switch. The switch shall be required to remain depressed for the entire fire evolution. When any safety switch is activated, all training fires and smoke shall be immediately shut down and ventilation system shall be activated. Mobile Aircraft fire Trainer Components Fuselage Mockup This compartment shall contain the following components: a) Gas detection sensor - Dual Channel b) Smoke port c) Burn-room temperature sensor d) Heat shield system: The training compartment shall be lined with weathered steel to protect the exterior walls from exposure to direct flames and damaging heat e) Hinged passenger entrances (one port side, one on the starboard side, and one emergency entrance over a wing) with operable latches that simulate typical aircraft latches to hold the door closed. Entrances shall also have operable latches that retain the doors in the "open" position f) A hinged cargo door/ramp aft g) Removable passenger seats provided on both sides of a center aisle. The trainer shall provide the means to rearrange the passenger seats in a row configurations with their back against the fuselage on both sides of the aircraft's interior h) A sacrificial access panel for forced entry training. Panels shall be approximately 24 inches wide and 48 inches high. The location of the panel shall be clearly defined on the aircraft's exterior and accessible from the ground level. In addition, once the panel has been destroyed, the panel shall be easily removable so that new panel can be put in its place. The aircraft mockup shall be reinforcedaround the sacrificial panel in anticipation of coming into accidental contact with forcible entry and rescue tools i) A simulated, hinged battery compartment installed in close proximity to the cockpit area j) NFPA (National Fire Protection Association) compliant gas-fueled, fire generation systems k) High temperature rated ventilation fan and monitoring system l) Training floor shall be fabricated of 3/16" stainless steel checker plate c/w drain holes m) Emergency stop switches; shall be located near each fuselage entrance and on the control console Low Wing Mockup The low wing mockup shall be located on the port side, approximately 4 feet from ground level, and contain the following components: a) Low level engine mockup positioned to be approximately 4 feet from ground level b) Low wing engine training fire c) Landing gear mockup Lifting Winches The lifting winches shall be used to lift and lower: a) The low wing structure b) The rear cargo gate Entry Staircase Two (2) entry stairs shall be provided Power Generator Electric Generator: A gasoline fueled, minimum 12 kw portable generator Fire Mockups All training fires shall be designed for safe operation. The control system shall allow all training exercises to be concurrently selected and initiated by the operator using the control panel located at the control station. The operator shall be able to immediately stop any exercise should the need arise. The operator shall. Through radio communications. Control fire operations in response to instruction from the instructor/safety officer at the mockup. The instruction/safety officer shall enable fire operations using a "dead man" function switch. Cockpit Fire The cockpit fire shall provide training in the control and extinguishments of a Class C, electronic equipment: a) The fire shall be located in a flight console mockup between the cockpit seats b) The fire shall be individually selectable Passenger Fires The passenger fire shall provide training in the control and extinguishments of a Class A, passenger seat fire in the passenger area: a) The fire shall be located under the seats b) The fire shall be individually selectable Engine # 1 Fire (Low-Wing Area) The wing engine fire shall be designed to provide training in control and extinguishments of fire in turbofan engine that occur both when the engine is running and when the engine has been shut down: a) The wing engine mockup shall be located at the wing tip, right side of the fuselage b) The fire shall be independently exercisable c) The length of the torching type running engine flame and lazy non-running engine flame shall be operated from a switch at the control panel d) The running engine fire shall be capable of providing flame at least 10 feet. e) The engine shall be equipped with a simulated air intake/turbine cowling to provide for realism. f) The simulated cowling shall provide the means to drain a steady stream of water directed by firefighters Fuselage Fire The Fuselage fire shall be designed to provide training in control and extinguishment of a fire on the exterior of the fuselage Landing Gear Fire #1 (Low-Wing Area) The landing gear fire shall be designed to provide training in extinguishments of fires that occur if brakes are not properly cooled: a) The landing gear mockup structure shall be located under the aircraft mockup's wing and shall be configured as a dual wheel assembly b) Each wheel mockup shall be fabricated of Cor-Ten steel and shall measure approximately 22 inches in diameter and 12 inches wide with cylindrically shaped representations of brakes from which flame shall emanate c) The fire shall be individually selectable and operated from switches at the control panel 3-D Fuel Leak Fire The three dimensional fuel leak fire shall consist of a representation of an ignited fuel leak from the low wing engine #1 mockup leading to a fuel spill fire on the ground to the rear of the engine a) The fire shall be selectable to run in conjunction with the non-running wing engine fire b) The fuel leak representation shall produce a cascade fire falling a minimum of three feet below the engine into the fuel spill c) The fuel spill fire shall consist of a 2 foot by 2.5 foot burn area. d) The fire shall engulf the fuel spill area e) The fire shall produce flames up to 6 feet in height f) The fire shall be controlled by switches at the control panel Cargo Fire The Cargo fire shall be designed to provide training in the control and extinguishment of a fire that has occurred in the cargo area of an aircraft APU Fire The APU fire shall be designed to provide training in control and extinguishments of a fire that has occurred in an Auxiliary Power Unit on an aircraft. a) The flames shall be emitted from an exhaust nozzle on the port side of the aircraft. Fuel Spill The Fuel Spill fire shall be designed to provide training in control and extinguishments of a fire that has occurred as a result of a fuel spill. Control Console with Status Lights A control console shall enable the operator to control the live fire training system, including functions such as initiation of pilot flames, main flame height control, activation of flashover-rollover effect, control of smoke generation, and control of ventilation system: a) The control consoles rotary knobs shall be illuminated b) Each knob shall be color coded for a specific function c) Illumination state (i.e. solid, flashing, or off) of each rotary knob shall identify the status of each function d) A wireless controller shall be included that likewise shall enable the operator to control the live fire training system, including functions such initiation of pilot flames, main flame height control, optional control of smoke generation, and control of the ventilation system Trainer Operations The operator shall be able to initiate the pilot flame and the smoke system at the control panes: a) When a pilot flame is confirmed the operator is clear to control ignition of the front and rear fires using the handheld control unit Flame Generation Each training fire shall be furnished with a flame generation system that shall include all components necessary to: a) Initiate and maintain a pilot for ignition of main flame, main flame burner elements within the fire trainer to distribute gas to produce flames b) Control valves to adjust gas flow to the main flame elements c) Interlocks with the trainer's safety systems The flame generation control system shall include a separate automatic shut off valve interlocked to the trainer's safety systems to stop gas flow during any emergency shutdown situation or on loss of electrical power. Main flame shall be extinguishable ONLY by the trainer operator and NOT by application of agent Safety System Features Safety System Features (Cont) Of utmost importance shall be the safety of all personnel. The system shall continuously monitor computer activity, the position of safety propane valves, the presence of a pilot flame, the presence of main flames, smoke generation, trainer propane levels and compartment temperature levels and the positions of all emergency stop switches. If an unsafe condition occurs, the computer shall shut off electrical power to all fires, stop the distribution of propane, stop smoke generation, and turn on the ventilation system. The ventilation system shall remain on until 30 seconds after being manually reset. The emergency shutdown condition shall be reported to the operator. The trainer shall incorporate the following safety features (as a minimum) into the basic system: a) Propane vapor system monitoring b) Training compartment temperature monitoring c) Pilot flame status monitoring d) Hardware malfunction detection e) Exhaust ventilation system and monitoring f) Combustion air system and monitoring g) Emergency shutdown system h) Propane vapor pressure monitoring i) Power loss automatic shutdown Propane Vapor System Monitoring The air within the training compartment shall be continuously monitored at two (2) different locations for any concentrations of unburned gases: a) The air space shall be analyzed for unburned combustible gas content in order to detect any buildup of gas in the training compartment before dangerous levels are reached b) The combustible gas concentration levels shall be constantly reported to the system, and measured as a percent of the Lower Explosive Level (LEL) c) Should the detected gas concentration level at either location reach 10% LEL, the compartment exhaust fan shall be automatically turned on the purge the compartment of gas before dangerous levels are reached d) Should the detected gas concentration level at either location reach 25% LEL, an automatic and immediate shutdown of the entire trainer shall occur and the exhaust fan shall continue to operate and the gas supply to the trainer shall be turned off and disabled Training Compartment Temperature Monitoring a) The thermocouple shall be mounted approximately at the five (5) foot level b) If the thermocouple detects a temperature level greater than 500 degrees F, the ventilation fan shall ramp up until the level falls below 500 degrees F c) If the temperature level at the thermocouple sensor reaches 700 degrees F, the system shall shut down, closing all gas control valves (stopping all fire and smoke) and ventilating the fuselage for a minimum of 30 seconds after the temperature fall below 500 degrees F d) Appropriate malfunction alert shall be indicated on the control panel Pilot Flame Status Monitoring a) The burner head design shall comply with NFPA 86 b) An ignition sensor system is required that positively verifies the presence of an adequate ignition source at the point where main burner ignition occurs c) Safe ignition of propane shall be accomplished by using a proven pilot flame ignition source & pilot confirm system d) The pilot confirmation system shall be a proven, widely used, industrial system e) The system shall prevent pilot gas valves from opening in absence of an ignition source, and further prevent propane from being delivered to the main flame burners until the presence of a STABLE pilot flame has been established and confirmed. f) All pilot flames, both interior and exterior to the aircraft mockup, shall be monitored as described here in Hardware Malfunction Detection a) Hardware functions such as gas supply valve position and pilot flame status shall be monitored by the control system b) If these or the status of any other monitored conditions is incorrect, the trainer shall automatically and immediately shut down, and operation shall be disabled until the fault condition is corrected Exhaust Ventilation System and Monitoring a) The live fire trainer shall have ventilation system designed to remove excess heat, combustion by-products, smoke, and unburned gas from fuselage b) The ventilation system shall consist of a high temperature exhaust fan, and intake louvers designed to fully purge the fuselage in accordance with NFPA 1402 c) The live fire training system shall control the operation and monitor the airflow of the ventilation system in the fuselage d) The ventilation system shall be activated and run at full speed during the following conditions 1) To purge the trainer prior to operation 2) With alarm level gas concentration or temperature alarm 3) With any automatic or manual emergency shutdown e) The ventilation system shall continue to operate until the emergency condition has been corrected Combustion Air System Monitoring a) Sufficient combustion air shall be supplied to the fuselage to provide an adequate air supply to the burner elements to ensure reliable combustion of the main flame gas source b) A sensor shall confirm airflow c) Upon loss of the combustion air confirmation signal, the fireplace flame and smoke shall shut down d) Appropriate malfunction alert shall be indicated on the control panel e) The use of combustion air blower shall ensure that there is always the adequate air supply for ignition of the main flame reducing possibility for buildup of gas f) Combustion air blower operation shall be confirmed and interlocked with the safety system as required by NFPA 86 Emergency Shutdown System a) A hard-wired emergency shutdown (E-Stop) circuit shall be provided for the trainer operating independently of the control system b) Shutdown push buttons shall be located in the control console and near each trainer entry door c) The E-STOP button shall cause all burner control valves to close, smoke productions to stop, and ventilation fans to run at maximum until safe operating conditions have been established and the E-STOP is manually reset Power Loss Automatic Shutdown a) Fail-safe electrically operated valves shall be used for propane vapor distribution b) The valves shall close in less than one (1) second when de-energized c) If the computer monitoring system detects an unsafe condition, or the emergency shutdown system is activated or a loss of power occurs, the Fail Safe Valves shall close and this action shall stop all vapor propane distribution SYSTEM SPECIFICATION - Power Recommendations: o 240 VAC, 4-wire grounded o Single Phase o 60 Amps o 60 Hz - Minimal Gas Supply required for the mobile aircraft fire trainer o 250 Gallon Tank - All components in this system shall perform to the following minimum standards: Outdoor Equipment Temperature 20 to 100 Degrees F (Operating) -20 to 125 Degrees F (Storage) Humidity 0 to 100% Compartment Equipment Temperature 32 degrees F to Max (Operating) -20 to 125 Degrees F (Storage) Humidity 0 to 100%
