- Responses to Questions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Reference Number HSFLAR-11-Q-00101 issued as a Request for Quotations (RFQ) with the evaluation and award prescribed in FAR Part 13 Simplified Acquisition Procedures. This requirement is unrestricted. The associated North American Industry Classification System (NAICS) code is 515210. The size standard is $15.0 million average annual receipts. The U.S. Department of Homeland Security, Federal Law Enforcement Training Center (FLETC) is seeking cable television services and internet services as follows: 1. Cable television services for 1,234 rooms (1,197 dormitory rooms and 37 offices/common areas). Monthly recurring charges to include one TV Connector Plus 1,234 rooms with 67 channels and local programming. Pricing to include all applicable federal, state and local taxes and duties - 12 Months 2. Cable television and internet services for one room. This serivce to include Digital Family Pack, Digital Gateway Dual DVR with package. High speed internet 3Mg X 1.5Mg. Pricing to inlcude all applicble federal, state and local taxes and duties - 12 Months Note Regarding Repair/Service Calls: Repair/service calls between the hours of 0700-1600 except for weekends or holidays are to be back in operation within four (4) hours after being reported; all other onsite repair/service calls are to be back in operation within 24 hours after being reported. The period of performance will be October 1, 2011 through September 30, 2012. The government intends to award a firm fixed price purchase order. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the Central Contractor Registration (CCR) database at https://www.bpn.gov/ccr. Offerors are encouraged to, and must upon request, present their representations and certifications through the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Wage Determination No. 2005-2511 Rev. 15, dated 06/13/2011 applies. The following commercial item terms and conditions apply: FAR 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (AUG 2009) the offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items (AUG 2009); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (APR 2010) the following clauses are checked: 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33. FAR 52.225-25 Prohibition on Engaging in Sanctioned Activities Relating to Iran-Certification (SEP 2010) and HSAM 3052-204-71 Contractor employee access (JUN 2005) are also incorporated. FAR 52.232-18 Availability of Funds (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
