- Department of Veterans Affairs (VA), Office of Acquisition and Logistics, Contracting Office, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a six (6) month Firm Fixed Price (FFP) contract with two (2) twelve (12) month option periods, on a basis of other than full and open competition for support services for the Veterans Affairs Central Office Information Technology (VACO IT). The TAC intends to award a sole source Firm Fixed priced (FFP) contract to SPARC, LLC, 2387 Clements Ferry Road, Charleston, South Carolina, 29492, a Small Business, to provide support services to engineer, test, and validate an IT-enabled analytic platform that can fit the VA performance architecture. The VA Central Office Information (VACO) Green Information Technology (IT) Model Performance Architecture (MPA) shall be based on an estimated set of alternative performance causal pathways and workflow interactions using VACO IT energy-related data. Estimates will be based on classifying, analyzing, translating, and monitoring of relevant expert data. The MPA shall follow the Performance Architectural Science Systems (PASS) discipline to ensure that it can be verified and validated as a key segment in the total Organizational Architecture. Place of performance shall be at the contractor's facility. A sole source award is being contemplated because the first phase of this work was performed by SPARC LLC under Contract VA118-10-P-0121 where it supported VA in engineering and testing an operational decision model that would support stakeholders in determining feasible actions and evidence of likely outcomes and costs at the mid-sized medical facility. The SPARC engineering provided significant insight and expertise that was unique to internal VA practices, VA IT capabilities, and management interests of VA, as well as exceeding the performance requirements. The phases in this current action are highly dependent on the work performed by SPARC in the first phase. The Contractor must build on the platform established by SPARC, using lessons learned from the effort to establish improvements in data management, energy monitoring, user interfacing and scope of decision algorithms and calculations based on SPARC's previous work, and to fit three additional facility-specific models together in one MPA. Based on the expanded analyses and infrastructure two other facility types will be added. The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C. 253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The North American Industrial Classification (NAICS) for this effort is 541519. This notification shall close on September 23, 2011.
