- Brand Name Justification for ccmMercury Maintenance Support The U. S. Department of Education (ED), Office of the Secretary (OS), requests a sole source award to WorkDynamics to procure an annual maintenance agreement for 167 licenses ED currently owns for the ccmMercury correspondence tracking system. The U.S. Department of Education has an electronic document tracking system, using ccmMercury Software for Executive Correspondence. The Software, manufactured solely by WorkDynamics, is used across ED headquarters and provides a mechanism to track the status of incoming mail to the Secretary of Education and other Department officials. The Government estimates the value of this requirement to be $12,525. Per FAR 6.302-1(c), Application for Brand Name Justification and 11.105, Items Peculiar to one manufacturer, the Office of the Secretary is requesting a brand name procurement to procure a maintenance agreement for ccmMercury software. ccmMercury software, which is used throughout the Department of Education, contains such functional features such as expedited entry mechanisms, sequential routing history to track the document, ability to work with documented imaging, and the ability to query for any text on the screen. WorkDynamics is the sole manufacturer and publisher of ccmMercury Software. ED has a need to renew the maintenance agreement for 167 ccmMercury licenses it currently owns. Award of this contract to any source other than a source capable of maintaining the ccmMercury Software licenses would cause ED to realize a substantial duplication of costs equivalent to purchasing, configuring and installing a new electronic document tracking system for Executive Correspondence that is 32 bit and allows access for 167 users, the cost of any modifications to ED's internal system to allow use of the software, the required annual maintenance agreement, and any costs for employee training on use of the Software that would not be recovered through competition.
