Description
The Internal Revenue Service (IRS) intends to enter into an agreement for a base year contract with two, one year renewable options with American Council of Education (ACE) for College Credit Recommendation Service (CREDIT), to be an authorized testing provider of SkillSoft courses. ACE shall prepare and send the official requirements pertaining to the review. Present a preliminary report of the CREDIT evaluation results to the IRS at the conclusion of the review. Provide the IRS with a copy of the organization display prior to publication in the National Guide of College Credit for Workforce Training. Publish the official organization display in the National Guide thirty (30) days after the review and receipt of signed National Guide approval form. In the first year, visit four (4), of the IRS test centers from a total of eleven (11) locations; in the second year, visit four (4) from the additional twelve (12) locations validating the requirements of the Criteria to Participate as an ACE authorized Test Provider. ACE will assist in the development and maintenance of the college credit recommendation program managed out of the IRS Headquarters, Human Capital Office- Learning, Education, and Delivery Services (HCO LEADS) Program Administration program office supporting classroom and technology enabled training for 100,000 employees. The contractor shall furnish the resources, management, supervision, and software necessary to assist the IRS in developing, updating and maintaining a college credit recommendation program that will include supporting the IRS in achieving its training goals by providing college credit course review, assisting the agency in becoming an authorized instructional and testing site, and providing academic transcript services. The IRS shall provide the information, data, costs, and similar information to the contractor will serve as a collaborator and advisor to identify issues and impacts relating to quality of the program and assess risks impacting the execution of the program. The contactor shall bring to the IRS's attention to any issues or risks, and identify contingencies or alternative scenarios. The IRS shall provide Government Furnished Information (GFI) to ensure the final product meets the IRS's learning standards.
