- The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), has a requirement to procure animal management database software, that will be used by NIAMS investigators for the purpose of maintaining and managing their animal colonies. It is the intent to award a fixed price purchase order as a result of this solicitation notice. The solicitation number is NHLBI-CSB(AR)-2011-352-MKL and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-53 (August 4, 2011). The procurement is being conducted on a competitive basis, as a total small business set-aside. The North American Industry Classification System (NAICS) Code applicable to this requirement is 541511 - Custom Computer Programming Services, and the associated small business size standard is $25.0 million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. BACKGROUND AND PURPOSE: The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) Intramural Research Program (IRP) has a large animal colony that is currently being tracked by various systems. Having multiple tracking systems can create discrepancies and potential errors in the maintenance of the colony. In addition to the animal colony, the NIAMS IRP also has large freezer stocks of valuable biological samples that are not well tracked or maintained. In order to enable the NIAMS IRP to better maintain their animal colony and freezer stocks, there is a need for web-based databases to track these items. SOFTWARE REQUIREMENTS: The vendor shall provide software to accurately track an animal colony, as well as a database to accurately track biological stocks stored in freezer space. For compatibility purposes, the animal management database software shall meet the following specifications: Specifications Animal Database -Web-based application -Capability to print cage cards -Barcode capability -Secure system -Archival ability -Ability to handle large scale animal management Freezer Database -Web-based application -Sample organization -Ability to organize multiple freezers ezColony 2011 Enterprise, to include 20 user seats; Customer support in first year; Additional User Licenses for ezColony (quantity of 60); FreezerPro Enterprise, to include 20 user seats; Customer support in first year; and Additional User Licenses for FreezerPro Enterprise. Evaluation Criteria The offeror shall demonstrate its ability to provide the software based on the Government required specifications. The Government's acceptance terms and FOB destination point is the National Institutes of Health (NIH), National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) SITB/Porter, 6701 Democracy Boulevard, Suite 704, Bethesda, Maryland 20817-1572. Quotes are due September 16, 2011 by 3:00 p.m. Eastern Standard Time. The award will be made based on the lowest priced technically acceptable quote, and to the offeror providing the best value in meeting the Government's requirements. The Government intends to evaluate offers and award a purchase order without discussions with Offerors. Therefore, the initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The offeror must include in their quote, the unit price, the list price, shipping and handling costs, the delivery period after purchase order award, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size of the company. Note: In order to receive an award from the NHLBI, contractors must have a valid registration in the Central Contractor Registration (CCR) system www.ccr.gov. The quote must reference the Solicitation Number NHLBI-CSB(AR)-2011-352-MKL. All responsible sources may submit a quote, which if timely received shall be considered by the agency. Responses must be submitted electronically to lombardm@nhlbi.nih.gov. Quotes may also be submitted in writing to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6146, Bethesda, MD 20892-7902, Attention: Melissa K.
