- The following questions were posed and answers were provided in regard to this synopsis/solicitation: Does FAR section 36.6 apply to this solicitation? Answer: No 1. We noted that the maximum listed contract amount is $6.5 million however the number of hours listed is as 2,160 for the 12 month contract period. a. The listed number of hours is very close to one full time person however the yearly contract amount of $6.5 Million would appear to support over 32,000 hours (at $200/hr) Can you advise if there are other services required that will either exceed 2160 hrs or allow the use of consultants that could count towards the contract ceiling but not the number of hours? 1) Answer: The threshold for acquisitions made pursuant to the authority in FAR Part 13.3 Simplified Acquisition Methods is $6.5M. This acquisition falls under that threshold and so we are following the FAR Part 13.3 guidelines to conduct the acquisition. The $6.5M is not the yearly contract amount.....it is the maximum amount this acquisition can be awarded in when the base and all options are added together. 2. If this intended to be a sole source solicitation as per FAR 13.5 for commercial items? Several of the listed tasks and evaluation criteria factor 1 would imply that the consultant would need to have specialized experience with NIH and NHLBI vs commercial experience. Can you advise if NIH believes that the scope listed is for commercial items or if experience with NIH is more important. This will have a basis on the consultants that we select.. Answer: No, this is not intended to be a sole source acquisition 3. Is there a need for the following services / expertise a. Due Diligence of lease spaces Answer: Design services may be required on an as needed basis for leased facilities. This will not be the contract's primary focus. b. Drawing review including all (ASMPE) trades. Answer: Contractor will be responsible for Architectural and Structural reviews, review of MPE to ensure coordination purposes, not technical compliance. c. Use of NIH project management tools such as Constructware, prolog, MS project Answer: Not a requirement d. Furniture procurement / Move consulting Answer: Not required e. Independent cost estimating Answer: Critical requirement - contractor must be able to provide detailed (materials, labor, costs, quantities) estimates for design services and construction f. Independent / 3rd party Commissioning Answer: Not required g. BIM / Revit / facility management tools Answer: Not required h. Independent broker for off campus leasing Answer: Not required 4. Will the consultant(s) need to have any special certifications such as: a. LEED b. NCARB c. GWCAR d. AIA Answer: Not Required 5. The solicitation indicates that on site office space will not be provided. Does/will the incumbent have space on campus? Answer: No 6. Will the listed design tasks be done in BIM or will AutoCAD be acceptable. Answer: AutoCAD is acceptable
