- This document is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested, and a written solicitation will not be issued. The proposed contract action is for supplies or services for which the Government intends to solicit competitive offers. Interested persons may submit offers, and all eligible offers received prior to Sept, 09 2011 will be considered by the Government. The NAICS code is 333314 and the size standard is 500 Employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. We will use this scope to dissect small mouse bones and apply strain gages. 3.Device offers similar a zoom range (1:7.5) to others in its class (1:7 - 1:8) 4.Device has total magnification range is 3.35-300x 5.It has a C-TRS tilting stage and C-SSL dia-sliding stage options 6.Device must be compatible with existing equipment: DS-L2 Digital Sight Stand-Alone Control Unit Imaging System for observing, analyzing and capturing images; controller features an 8.4 inch LCD (XGA) monitor and can connect to a variety of Nikon cameras; controller has a DVI-I digital output for external display and USB 2.0 connectivity). 7.This enables the use of a small controller without the need for a large PC on the lab bench allowing space savings. 8.The trinocular optical head is ideal for monitoring and digital imaging in real-time. 9.Device must be of airtight, anti-mold, anti electrostatic design to be suitable for use with biological tissues. 10.Device offers the longest working distance (115mm) in its class, which allows researchers space of manipulation/surgery on their samples. We will use this scope to dissect small mouse bones and apply strain gages. 11.Max weight is 2 kg. Must be able to move the scope from bench to bench with minimal work. 12.Device meets or surpasses industry standard in all categories. 13.This item will be used to apply miniature strain gages to mouse bones, capture images of intact mice for phenotyping, and dissect mouse bones on the order of 0.5 x 1 mm in size. EVALUATION FACTORS Offerors will be evaluated to the extent they can provide the items (or equal) listed in the price schedule in Section B. The Government will award to the lowest priced, responsible, technically acceptable offeror. FAR 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
