Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis / Solicitation Request for the Texas Army National Guard: The purpose of this sources sought is to solicit proposals that can provide shower, potable water delivery to shower, and gray water removal for the Texas Army National Guard (TXARNG). This is a request for proposal. This Combined Synopsis / Solicitation contain all currently available information. The TXARNG intends to award contract no later than 26 Sep 2011. The Joint Task Force -71, TXARNG is conducting a Homeland Response Force (HRF) evaluation exercise at the Texas A&M University, Riverside Campus from 8 Oct 2011 to 16 Oct 2011, and there is not a shower facility at the site. This is a mission-focused evaluation exercise conducted by NGB. Portable Shower Requirements: Support Required: Portable shower facilities for 500 male and 200 female soldiers - 700 total estimated personnel. Exercise Duration: 10 total days / 9 exercise days - Set-up on Friday (7 Oct 2011) / Tear-down on Sunday (16 Oct 2011). Exercise starts on Saturday (8 Oct 2011). Exercise Location: Texas A&M Riverside Campus, 3100 State Highway 47, Bryan, TX 77807. Shower hours of operation throughout exercise (8-16 Oct 11) are: Morning: hrs are 0500 to 0800 (5am to 8am), Evening hrs are 1800 to 2300 (6pm to 11pm). Cleaning: Contractor shall include cleaning of showers. Please state what would be the best recommended servicing cycle for 500 male and 200 female soldiers taking showers every day. Contract shall state this information in their proposal. Configuration: Contractor must identify which configuration of showerheads would best support the 500 male, and 200 female soldiers. Contract shall state this information in their proposal. Power/utility hook-up: Not available at site. Contractor will have to provide utilities to support mobile trailers (electric generators, fuel, man-power needed to refuel generators, etc.) during the exercise. Technical Specs: Contractor shall provide technical specifications, brochures, and/or pictures of your recommended configuration. Coordination: Contractor will coordinate with POC for this CLIN for trailer location / set-up site. Potable Water Supply Requirements: Potable water is not easily accessible at location. Potable water trucks are needed to support the shower trailers over the 9 day exercise. Contractor shall provide necessary man-power to refill shower trailer water tanks (if needed). Grey Water Removal Requirements: Contractor shall handle the dumping of the shower gray water. Contractor will have to remove gray water from site - no dumping available on site. Evaluation Factors: Selection will be made on Best Value (Lowest price, Technically Acceptable) to the Government. Contractor payment will be made by Electronic Funds Transfer (EFT). Contractor proposal shall contain the following information: Enter costing information on pages 3, 4, and 5; and complete sections 30 a, b, and c on page 1 of the attached solicitation (W912L1-11-T-0132). Once complete scan and attached to offer as part of submission packet. Provide product technical specification(s) sheet / product flyer with offer (if available) to allow government to assess Contractor's qualifications. State your DUNS Number, Tax ID Number (TIN), and CAGE code in your proposal. Provide a primary POC, and their contact number and e-mail. Any early payment discount terms offered by your company. All qualified Contractors should respond to this Notice by submitting Proposals in accordance with the instructions provided. Interested Contractors shall submit information in response to this Notice, at no cost to the Government. Interested Contractors shall submit information in response to this Notice in electronic format to the Contracting Specialist: Major Raymond Naraine at the following email address; raymond.naraine@us.army.mil. The subject line of the email should read, "Company Name - TXARNG Portable Shower - W912L1-11-T-0132."
