Description
Sources sought synopsis announcement is issued to assist the 673d Contracting Squadron, JBER, Alaska, in performing market research to determine interest and capability. This is not a request for proposal (RFP) and responses to this request are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This document should not be construed as a commitment of any kind by the Government. Any information provided to the Government in response to this document will become 673d Contracting Squadron property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this request. JBER, AK is seeking interested sources capable of creating a method of monitoring various environmental and operational conditions. Key communications equipment locations across JBER, the initial fielding of this system would encompass approximately 25 different sites (with the potential to monitor multiple locations at each site.) The information collected at each site will need to be communicated back to a centralized location for display and monitoring. The system must interface with "automated logic." In addition, the system will need to have various means of sending out notification messages to afterhours on-call personnel if a site condition exceeds a user defined limit (temperature extremes, loss of AC Power, etc.) The system should support various methods of sending out these notifications, such as email or text message alerts, telephone calls, etc. and ideally would even allow for individual notifications lists to be developed by individual alarm. The method of displaying the various alarm conditions should provide for some flexibility in how this is accomplished, such as the ability to build a virtual annunciator panel to be displayed on a large screen monitor. In addition, the ability program multiple stages of alarm for a given data point would be desired (such as three level alarm display of temperature at a given location - normal, warm but not critical, exceeding operational maximum). It is expected that this will be a turnkey system, providing all necessary material and installation support needed to provide a fully operational system to the government. The contract is tentatively planned to run for a base period of one year with four options years beginning 1 October 2011. The applicable North American Classification System (NAICS) code is 517919, with a business size of $25,000,000. Interested and qualified sources are requested to provide: (1) company name, point of contact, e-mail address, telephone and fax numbers, type and business size under the applicable NAICS code; (2) a list of the company's most recent and relevant (within the last three years) DoD or commercial contracts to include names, points of contact, phone numbers, value and type of contract, and brief description; and (3) information demonstrating the company's ability to perform these services. Respondents are asked to limit submissions to ten pages or less. Any information provided is voluntary. All eligible firms responding to this Sources Sought must ensure their response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform this requirement.
