Description
NAVSUP Fleet Logistics Center, San Diego Regional Contracting Department, IAW FAR Part 13.5, Test Program for Certain Commercial Items, intends to award a Sole Source Firm Fixed Price Contract to viaForensics (1000 Lake Street, Suite 3, Oak Park, IL 60301) for the procurement of research and development to create and distribute open source software to extend The Sleuth Kit. The development will allow The Sleuth Kit to extract files from physical memory dumps of cell phones running the Android operating system. The Naval Postgraduate School (NPS) has invited viaForensics to assist with this research and development as viaForensics is the leader in Android forensics. The research is necessary because The Sleuth Kits are widely used within the US Government and the Department of Defense as the basis of systems that perform automated computer forensic processing. Currently The Sleuth Kit does not support the YAFFS2 file system used by modern Android Smart Phones. Increasingly, Android phones are being acquired by the US Department of Defense in a variety of conflicts. The Sleuth Kit must be extended to include support for YAFFS2 in order to prepare the Android systems using automated means built on top of The Sleuth Kit. The contractor shall provide support services as follows: 1) create four redistributable physical memory images from Android phones that contain no personally identifiable information of US person or foreign nationals. These images will be used for testing purposes and will be provided to NPS. 2) Create a YAFFS2 implementation for The Sleuth Kit that can process allocated data. 3) Integrate YAFFS2 implementation with The Sleuth Kit. 4) Extend the YAFFS2 implementation to cover deleted data and partially overwritten deleted data. 5) Provide an in-person briefing to NPS in the National Capital Region. 6) Prepare and deliver software, internal documentation, final test data, and final written report. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their intent and capability to respond to the requirement by advising the Contract Specialist (see contact information below). This notice of intent is not a request for competitive proposals. However, any and all capable parties that can meet the requirement shall contact the Contract Specialist by 25 September 2011 and will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 561611.
