REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT TECHNICAL CONTROL FACILITY (TCF) Notice Type: Request for Information - Market Survey Questionnaire. Synopsis: REQUEST FOR INFORMATION (RFI), - Market Survey Questionnaire for Technical Control Facility (TCF) Project Manager, Defense Wide Transmission Systems (PM DWTS) has a potential requirement for Technical Control Facilities in multiple locations CONUS and OCONUS. OCONUS locations are unlimited after exclusion of Qatar, Kuwait, Iraq and Afghanistan. Large and small businesses that are experienced in building and sustainment of Technical Control Facilities are encouraged to review the Market Survey Questionnaire and Sample Task included within this document and provides the Government with responses/capability statement. The potential requirement requires the interested party to have a broad technical understanding of communications, such as transmission media; satellite communication systems to include transmission equipment; routing and switching equipment; alternating current/direct current (AC/DC) and Uninterrupted Power Systems (UPS); modems and ancillary systems. A. Market Survey Questionnaire This questionnaire will be utilized to shape and form the Governments acquisition strategy. The primary goal of the Market Research effort is to discover Industry Best Practices. Please answer all questions openly and honestly. Please review FAR Part 12, Commercial Acquisition, prior to answering this questionnaire. 1.Do you have practical experience as a prime contractor in implementing Technical Control Facilities (TCF) or subsets described by the Sample Requirements Document? If yes, please provide details of those efforts. 2.If PM DWTS awards a Multiple Award ID/IQ contract to both manufacturers and integrators, based on FAR Part 12, Firm-Fixed Price (FFP): a.What is your corporate strategy for forming teaming/business agreements with manufacturer(s)? b.What type of teaming arrangements/business agreements would you consider pursuing? c.Would you consider teaming with more than one manufacturer? d.Would you compete directly (bid against) with your teaming partner(s)? e.Do you have the capability to compete directly with your teaming partner(s)? 3.As stated above, PM DWTS may consider awarding to integrators only. From an industry perspective, what are the pros and cons to this acquisition approach? 4.PM DWTS has provided a sample Requirements Document for your review, evaluation and comment. The Requirements Document will be used by Government to define post contract award task order efforts. The sample Requirements Document depicts typical requirements for the implementation of a basic TCF. a.Based on the Sample Requirements Document provided, do you have a clear understanding of the Government's requirements? b.Are any of the requirements ambiguous? c.Can you meet all of the requirements of the Requirements Document? d.Can you adapt to changing requirements (i.e. differing site conditions, etc.)? e.Please provide any additional comments/suggestions to improve the requirements document. 5.What would be the minimum dollar value (minimum guarantee) your firm would decide not to submit a proposal? 6. Would your firm be able to obtain Security clearance requirements for Contractor personnel, up to and including TOP SECRET SCI and a TOP SECRET facility clearance with SECRET safeguarding capability at time of award? B. Sample Task Please review the sample task attached to this Request as Attachment 0001 This RFI, Market Survey Questionnaire is for information purposes only and does not obligate the Government to implement or acquire any system, equipment, or services addressed in the information received or change any acquisition strategy. This RFI, Market Survey Questionnaire does not obligate the Government for cost reimbursement for the preparation of a response. Please furnish the above requested information by 1400 CST October 13th, 2011.
