- Sole Source Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This request for quote (RFQ) is issued under Simplified Acquisition Procedures (SAP). Quote number RFQ05468. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This acquisition is not a small business set aside. NAICS code 541330. The National Weather Service intends to solicit on a non-competitive basis with ARINC. Vendors who believe they can satisfy the Government's requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates they can meet the requirement set forth in the SOW, including detailed specification information and other literature sufficient to permit agency analysis to determine bona fide capability to meet the requirement. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government. All responsible sources will be considered in evaluating the determination to issue a sole source contract award. A firm fixed price purchase order is contemplated for this effort. CLIN 0001, Configure Aircraft and Ground Processing System, Award date is from October 1, 2011 through September 30, 2012. tiny_mce_marker__________. CLIN 0002, Option Item: Air to Ground Communications- Monthly Cost (up to 12 months), Monthly cost of tiny_mce_marker________ for up to 12 months of air to ground costs incurred to transmit weather reports in real time from participating aircraft; funded as resources are available (up to 12 months). Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. Evaluation will be based on technically acceptable, low price with acceptable past performance. To be technically acceptable, the proposal must meet all the requirements set forth in the SOW. Offerors to include a completed copy of the provision at 52.212-3 or be listed on ORCA.bpn.gov, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable as follows; 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, 52.217-7 Defense Priorities and Allocations System (DPAS) and assigned rating, not applicable.
