- NAVSUP FLC-SD intends to issue a sole source purchase order in accordance with FAR Part 12 and Part 13.5 to Day & Night PowerSweeping 1235 Pierre Way El Cajon CA 92021-4560. Per Statement of Work. STATEMENT OF WORK 1. Scope HIGH VOLUME/LOW VOLUME PIER PRESSURE WASH SERVIVES 1.1 Summary The Contractor is to provide all supervision, labor, equipment, and materials necessary to clean the pier & its associated mechanical & electrical equipment of bird droppings & feathers for a period of one year. The cleaning material should be disinfecting and biodegradable & to be approved by government, prior to its use. 1.2 Environmental All the by-products of the cleaning process (including bird droppings & feathers) shall be collected and disposed of properly. Nothing associated with the cleaning process shall be allowed to fall into the bay including the tab water. 1.3 Execution 1.3.1 Frequency: A-Initial Cleaning consisting of total removal of all debris & bird droppings on the entire surface of the pier and its equipment, within 5 days after the award of contract. B-Weekly Maintenance Cleaning performed once a week from the award date t through October & C-Monthly Maintenance Cleaning performed once a month from November 1st through the remaining of the 12 months. 1.3.2 Facility Shutdowns: The Contractor will be provided access to the facility from 07:00AM to 03:30PM, Saturdays & Sundays. 2. Requirements 2.1 Basis of Work All work shall be performed in accordance with the project summary in accordance with the state and local governing agencies, and OSHA. 2.2 Inspection/ Quality Control Upon completion of each cleaning, the entire surface of the pier (including the catwalks) & its associated equipment shall be free from any bird droppings. The contractor shall notify the control house operator on duty, upon completion of each cleaning session for his approval, prior to leaving the site. The proposed contract action is for services, for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract is based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available parties shall submit information that indicates their ability to satisfy this requirement.
