- Repair, Maintenance, and Calibration of Testek TS 1650 Automatic Test System This announcement constitutes a Sources Sought Synopsis for non-personal services and for the purpose of conducting market research. Market Research is being conducted to seek qualified contractors other than Testek Inc. (Wixom, MI) with the skills, knowledge, and resources required to complete this effort. The Government is seeking qualified contractors to support the Testek TS 1650 Automatic Test Systems in use within the 309th Electronics Maintenance Group (309 EMXG) at Hill AFB, UT. The Government is neither negotiating nor calling for offers at this time. No solicitation is being issued at this time. While a formal solicitation may be issued at a later date, this notice does not commit the government to ultimately award a contract. This announcement is an expression of interest only and does not commit the Government to pay for any response or preparation costs. The Government is in the process of preparing documentation to gain the required approval to issue a sole source request for proposal to Testek Inc. (Wixom, MI) who has supported the Government in this capacity in the past. Statutory authority is 10 U.S.C.2304 (c) (1). Justification: Services required are available from only one or a limited number of responsible source(s) and no other type of services will satisfy agency requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (b)(ii)(2). Purpose: The purpose of this effort is to provide the 309th Electronics Maintenance Group (309 EMXG) with repair, maintenance, and calibration services in support of their Testek TS 1650 Automatic Test Systems. Qualified contractors must have the skills, knowledge, and resources required to complete this effort. Scope: The contractor shall provide labor, tools, and management as necessary to troubleshoot, repair/service and calibrate two (2) non-functioning Testek TS 1650 Automatic Test Systems as well as any supporting hardware, software, or adapters to bring these two (2) systems back to a fully operational condition. Additionally, the contractor shall calibrate two (2) additional Testek TS 1650 Automatic Test Systems to ensure the integrity of their various testing functions. The work will be performed at Hill Air Force Base within the facilities of the 309th Electronics Maintenance Group (309 EMXG). It is the government's intent to award an urgent contract for up to a one-year period of performance to enable the contractor to accomplish the required services specified at this time. Information for Interested parties Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and specific response presenting sufficient information to substantiate that: (a) They possess the necessary skills and resources to repair, maintain, and calibrate Testek TS 1650 Automatic Test Systems. (b) They must possess data rights necessary for the Operating Test Procedures (OTPs) required for the various functions provided by the Testek TS 1650 Automatic Test Systems. Other Information The North American Industry Classification System (NAICS) code for this acquisition is 811219, "Other Electronic and Precision Equipment Repair and Maintenance". Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause in DFARS 252.226-7000). Provide information on at least three contracts for similar work within the past five years. Include complete references, contract titles, dollar value, points of contact and telephone numbers. The Government will evaluate relevant experience information based on (1) information provided by the Offeror, (2) information obtained from the references provided by the respondent, and/or (3) data independently obtained from other Government and commercial sources.
