- THIS PRE-SOLICITATION NOTICE WILL BE ADVERTISED AS A NONCOMPETITIVE SOLE SOURCE SOLICITATION. As provided under FAR 6.302-1, this project will be solicited on a noncompetitive basis as "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements". Project Description: The Bureau of Reclamation (Reclamation), Hoover Dam has a requirement for the purchase of The Weco WE-20 Test set is an ANSI standard three-phase meter test set with a built-in 3-phase power supply. The Weco WE-20 meter test set will allow Reclamation to test the meters online instead of offline. Testing meters online versus offline prevents operational meters on the Dams from being taken out of service. Online testing allows Reclamation to test the meters without removing the generator from service. Reclamation's FIST 3-10 standard requires that Reclamation KWH Meter test sets meet the requirements of ANSI C-12. Currently, ANSI C-12.20-2010 is being updated to allow three-phase current and voltage sources (on-line) as an optional test method to the existing single phase, series parallel method (off-line). The Weco WE-20 test set will be able to meet a future three phase standard requirement. Due to this capability, it will enable the Hoover Dam Test Crew to perform both three-phase and customer load testing. The Weco WE-20 Test set has a fully self-contained built-in power supply. In order to test a KWH meter, Reclamation requires a built in power supply to create current and voltages in unity and at a different power factor. Therefore, the WECO WE-20 meter test set ensures that its voltage and the KWH meter's voltage are in synchronization allowing accurate measurement of power. This notice is being provided for informational purposes only. Award is anticipated in September 28, 2011. The project period of performance is anticipated to begin September 28, 2011 and an anticipated delivery date of October 28, 2011. The resulting purchase order will be a firm fixed price type. All responsible sources are welcome to submit a capability statement, proposal or quotation. Received submittals will be reviewed and considered by Reclamation when planning solicitations for future requirements.
