- The question period is now closed; no more questions will be accepted for Combined Synopsis/Solicitation W911S0-11-T-1037 Questions from Industry - Cognitive Task Analysis Question 1 - Does MICC have a time requirement for the classroom portion of the training? The Travel NTE suggests five days. However, no mention of duration is offered in the PWS, though the milestone schedule for Teaching/Training is 120 days. Answer to Question 1 - The classroom portion (face-to-face) of the CTA training is four days. Only one iteration of the class will be conducted. The follow-on individual training will occur over a two to three month period and will commence as soon after the CTA class as possible. The follow-on training will be conducted by distance learning (dL). Question 2 - Related, does MICC anticipate only one onsite CTA class? Answer to Question 2 - Only one iteration of the class will be conducted. Question 3 - Can the government provide the desired course length, course frequency, and the total student throughput that will attend the "CTA Teaching/Training" course, within the 120 day time period? (Section 9.1, Milestone Schedule. States the "CTA Teaching/Training" is 120 days and the "Follow-up" training is 60 days). Answer to Question 4 - The classroom portion (face-to-face) of the CTA training is four days. Only one iteration of the class will be conducted for 25 participants. The follow-on individual training will occur over a two to three month period and will commence as soon after the CTA class as possible. The follow-on training will be conducted by distance learning (dL). Question 5 - Can the government explain how Item 0003 Travel, in the amount of $2,745.00, was derived? Answer to Question 5 - This is an estimate; submit your estimate from your location. Question 6 - If a company meets all the solicitation requirements, can the company (who may be located out-of-state) submit a quote, and exceed the $2,745.00 travel limit? (A company, who submits a bid may turn out to be the ONLY technically acceptable with the best past performance, however may not be the lowest price. It's for this reason, we respectfully request to cancel the $2,745.00 travel limit, and allow companies to submit the travel costs they believe will meet the government's requirements. In addition, a small company with low overhead may be able to off-set travel costs with low loaded labor rates). Answer to Question 6 - Yes Question 7 - Can we expect to train approximately 20-25 people a week each week for a total of 80-100 folks? (It appears that you expect large group training to occur over a 30 day period from day 91 to day 120. This is a four week period. If we assume a five day class, then (You indicate that classroom size is 20-25) or do you have a specific number of people targeted for training). Answer to Question 7 - The classroom portion (face-to-face) of the CTA training is four days. Only one iteration of the class will be conducted for 25 participants. The follow-on training will be conducted by distance learning (dL). Question 8 - What is the experience level of the audience? Are they existing training personnel? (It appears that it is for a non-commissioned group). Answer to Question 8 - Yes, they are course instructors Question 9 - Will the audience be using or trained to use any tools to support CTA? (e.g. Task Architect, etc.) Answer to Question 9 - We do not anticipate the need for anything beyond Microsoft Office Products (Word). Question 10 - In the PWS Performance Requirement Summary (PRS) on page 13, Task (Para 12.1, 12.1.1) states "Training Development: The curriculum shall be IAW EKS CTA and GEL training..." EKS is a company that does Cognitive Task Analysis and not a Cognitive Task Analysis methodology or approach. Is it the government's intent to limit bidding to the one company on this solicitation? Answer to Question 10 - The reference to EKS was incorrect and should not have been included in the PWS. The PWS is being updated to remove the EKS reference. Question 11 - Page 6, 12.2.2 states that the contractor shall develop, create, and present dL course material and instruction for follow-on Phase II CTA Training. The contractor shall design dL products and courseware to address the needs of adult learners and shall effectively utilize and integrate asynchronous instruction, synchronous, or a mix of the two to create a blended learning environment. Additionally, the contractor shall develop courseware which demonstrates a CTA interview and incorporates practical exercises which guides the students through the CTA process. a.How will the distance learning be delivered to the learner? Will the MICC utilize a learning management system? If so, is the LMS utilizing SCORM or AICC standards to allow for content to be easily integrated? Answer to 11a - Telephone, email, VTT, video b.Does MICC desire an asynchronous learning environment for the dL portion of the project where the learner can truly engage at a self-paced rate or an interactive environment where the learner can interact with other learners and the instructor via chat rooms/instant message? Answer to 11b - Individuals will engage at a self paced rate c.Is the dL portion of the contract to be viewed as a different delivery method of the same exact course that is being offered in a F2F format or will there be new/modified content for the dL? Answer to 11c - No, this is not the same content as the class. DL portion is follow-on training to be conducted as soon after the class as possible. This training is the application of CTA on a real school task. Individual students will conduct CTA at their school and via dL submit copies of interviews and subsequent documentation for review and feedback. Culminating activity will include a CTA Report to be used for design and delivery of the task. d.Does MICC prefer to have the dL course broken down into modules/lessons or designed as one course to be completed in one sitting? Answer to 11d - dL portion is hands-on application of the CTA process on real school tasks by individuals at different locations. It will include detailed training and support as they implement CTA and GEL for key Training and Doctrine Command (TRADOC) training tasks. Discussion of process and ways to speed up and tailor CTA to fit TRADOC needs will grow out of the second stage training. Updated PWS attached; Paragraph 7.6 added, Class Size, removed reference to EKS in paragraphs 12.1 and 12.1.1.
