- The purpose of this Sources Sought/Market Survey is to identify capable production sources for the MK45 MOD 1 Electric Primer Assembly NSN 1390-00-877-5245; Part Number 2434755, Rev K, dated 06 August 2004. The Technical Data Package (TDP) associated with the MK45 Primer is classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Technical Data Package (at this time the most recent TDP is being used for purposes of this survey) (see www.dlis.dla.mil/jcp/ for instructions and information). There will be a hyperlink for the TDP that ensures you are registered prior to authorization to receive the TDP. The MK 45 Primer is an Electrically Primed Igniter. The current design consists of a zinc-plated steel primer stock and 20.25 inch long zinc-plated steel blast tube. The primer stock houses the ignition element; containing the electrode, platinum/iridium bridewire, normal lead styphnate and nitrocellulose ignition charge, and black powder booster charge. This ignition element and stock is assembled with the primer blast tube, which is loaded with black powder and sealed with paper cups and purple lacquer. The metal components are zinc-plated steel, copper and brass. The approximate dimensions of the final assembly are 21.5 inches long and 1.25 inches in diameter. The Navy utilizes the MK45 MOD 1 Electric Primer Assembly in the 5/54 caliber Naval Gun system. This primer is part of the MK67 MOD 3 Propelling Charge for 5 inch naval gun ammunition and is threaded into the base of a propelling charge case. The propelling charge is initiated by an electrical impulse to the MK45 Mod 1 primer igniting a chemical composition that ignites a series of black powder charges. The flame from the main black powder charge is vented through holes in the primer tube that then ignites the main propellant in the cartridge case. This item is used in an automatic feed system so reliability to performance is crucial. The government's interest would be approximately 4,000 minimum to 20,000 maximum MK45 MOD 1 Electric Primer Assemblies, NSN 1390-00-877-5245 each year starting in FY12 with the possibility of four additional years, under a Firm Fixed Price Best Value Competitive Acquisition. Interested companies should provide their minimum and maximum production requirements and any production limitations (significant lead times with equipment and/or materials). A respondent is requested to produce a rough order of magnitude price. Note: LAT acceptance requires a 45 day government test, prior to final LAT acceptance of each lot. Interested companies should respond by providing the government the following information: a brief summary of the company's capabilities including a description of the facilities, technical and manufacturing capability, past performance in the handling of explosives and static explosive components, personnel skills and experience, successful past manufacturing experience as it relates to like items and the availability of this capability. A respondent is requested to provide a copy of their quality manual's table of contents and a list of all of the revisions made to the manual. Interested companies should have a majority of the skills and facilities that are required to manufacture this Primer. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, then they must be able to demonstrate their ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors the responses should clearly state which components are being subcontracted out and how the respondent plans on managing those vendors. If a respondent chooses to utilize a foreign supplier the responses should clearly state which item they are planning on subcontracting out and the country of origin. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the government. The government does not intend to award a contract solely on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. The government will utilize the information provided only to develop the acquisition strategy for future requirements. All submissions are requested to be made electronically and shall be submitted no later than 18 October 2011.
