- STATEMENT OF WORK MAPPING APPLICATION UPGRADE FOR E911 SYSTEM. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ FA4800-11-NP-0003. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This acquisition is 100% set-aside for small business. The associated NAICS code is 334210. The line item description is MAPPING APPLICATION UPGRADE FOR E911 SYSTEM. Services is to provide the Langley Air Force Base Fire Emergency Services Dispatch Center with the capability to receive cell phone 911 calls from within the boundaries of Langley AFB, Bethel Manor Housing in York County, and the Bethel Park and Family campground area. This system shall be in accordance with the attached Statement of Work. Please call Nancy Purvis to sign up for site visit prior to 20 September. Site visit will be schedule on 20 September 2011 at 1300. PROVISIONS/CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. Addendum to FAR 52.212-1, Instructions to Offerors 52.212-1 is amended as follows: Paragraph (b)(8) is changed to read: The provisions at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, 252.225-7000 Buy American Act--Balance of Payments Program Certificate, 252.212-7000 Offeror Representations and Certifications--Commercial Items apply to this solicitation and the offeror must include a completed copy of these provisions with their proposal. Addendum to FAR 52.212-2, Evaluation of Offers 52.212-2 is amended as follows: Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Past Performance and Technical Technical and past performance, when combined, are approximately equal to price. (b) Award will be made to the lowest priced, technically acceptable offeror who has a passing past performance rating. Technical will be evaluated on a pass/fail basis using the offerors information submitted in accordance with 52.212-1. This information must demonstrate compliance and understanding of the requirements listed in the Statement of Work in order to pass the technical evaluation. Past performance will be evaluated using the Governmentwide Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov and may be further evaluated by the contracting officer using other means. A passing rating will be given if no negative information is discovered in this system or through other means. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
