- NASA/JSC has a requirement for a quantity of 6 MIL-STD-1553 Peripheral ComponentInterconnect (PCI) express cards.NASA/JSC intends to purchase the items from Data Device Corporation (DDC). Variouscomponents of the International Low Impact Docking System (iLIDS) avionics system will bemonitored and controlled via a 1553 data bus. In order to control and test computers tointerface with these systems, 1553 Bus Interface boards must be installed into thecomputer Peripheral Component Interconnect slots. The Project Softwares Developers havealready purchased the DDC Interface. They will build the software for the Low ImpactDocking System Host Emulator and LIDS Communications Interface Emulator to these 1553cards.These emulators are specially configured computer systems that will be used intest and development of the iLIDS. The 1553 interface boards will be installed in theseunits.Only DDC's PCI express cards are compatable with this system.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 09/23/2011.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
