- The Internal Revenue Service (IRS), intends to enter into a soled sourced contract with Innovative Decisions, Inc. of Vienne, VA, for consultant services on analytical and technical issues with respect to the process modeling using the ExtendSim Software. Simulation tools such as ExtendSim are helpful to increase the assessment capability in a cost-efficient manner. Simulation models allow analysts the ability to quickly change the environment to test new options. Simulation tools help analysts to develop a models that includes elements of uncertainty, complexity, and time to model input, processing, and output dimensions. The results provide decision makers with comparative information to help decide on solutions prior to any field test or full implementation. The goal of this effort is twofold. The model for the health care reform is to analyze the reconciliation process to identify options that will minimize situations where households are in a position such that they cannot repay the advance payment. Secondly, the model for Taxpayer Assistance Centers (TACs), will produce comparative decision support information for adjusting field assistance. Both will require a validated and verified ExtendSim model of their respective production environments. The contractor will serve as a consultant on analytical and technical issues with respect to process modeling using the ExtendSim software. The contractor will also serve as developer for advanced programming requirements in support of IRS development staff with the primary development role. The health care reform project will create a new ExtendSim model that will adequately reflect-for decision making purposes with IRS agreed upon data constraints and assumptions-the reconciliation process. The TAC project will refine an existing TAC ExtendSim model that will adequately reflect - for decision making purposes with IRS agreed upon data constraints and assumptions - current TAC operations. The 'reconciliation' model and the 'TAC' model will be verified and validated using conventional simulation model standards. The 'reconciliation' model will then be used in analysis by simulating household circumstances, and results will be compiled to highlight the best process design options. The 'TAC' model will be used in analysis by simulating express lanes and self-help kiosks; results will inform national level resource questions. The models must be usable by IRS analysts to help inform executive making decisions about minimizing taxpayer burden in the reconciliation process and how to effectively allocate resources in TACs. This effort should provide adequate documentation-including a user guide and data dictionary-so the IRS has the ability to use the simulation tool at a self-sufficient level. Interested parties may submit a proposal no more than 10 pages in length which will be reviewed and provided to the customer for further consideration. If no responses are received this action will be awarded to Innovative Decisions. NAICS: 541611
