- This is a Request for Information (RFI) and not a solicitation. Please note that asolicitation for this effort does not exist and should not be requested. This RFI is notto be construed as a commitment by the Government, nor will the Government pay for theinformation submitted in response. Respondents will not be notified of the results; aPre-solicitation Synopsis will not be issued.NASA/George C. Marshall Space Flight Center (MSFC) intends to enter into one or moreGeneral Construction Blanket Purchase Agreements (BPAs) under which the Government mayaward individual orders with a Firm-Fixed Price (FFP) not to exceed $25,000. Historicaldata indicates the average FFP per order under the existing General Construction BPAs isapproximately $3,900. Orders that may be placed under the proposed BPAs will generallyrequire the BPA holder to furnish all management, labor, equipment and/or materialsnecessary for the performance of minor construction, modification, repair and/orrehabilitation of facilities at MSFC or facilities for which MSFC is responsible. Specific work requirements will be included in the individual orders.The anticipated period of performance for the BPAs is five years : a base period withfour one-year options.MSFC reserves the right to award as many or as few BPAs as itdeems is in the best interest of the Government. Payment for orders will be made byGovernment Credit Card. Authorized Government credit cardholders may solicit oral orwritten price quotes for proposed orders from BPA holders and orders may be awarded tothe BPA holder whose quote is deemed to be the most advantageous to the Government. Oralor written quotes may be solicited from BPA holders utilizing competitive ornoncompetitive procurement procedures.There is no guarantee that an order will beplaced under any BPA. The Government may solicit quotes from and place orders with firmswho are not a BPA holder since the Government is not required to utilize any BPA tosatisfy its general construction requirements.In order to be considered for award,firms must have an established credit card account, comply with MSFC Credit Card Programprocedures, have a valid Duns Number and be registered in the Central ContractorRegistration (CCR) Database.In addition, firms must submit their capabilities and qualifications in writingdemonstrating dependability, ability to provide quality supplies or services atconsistently low prices, and as well as their capability to perform numerous purchases ator below the simplified acquisition threshold.This information must be received by thepoint of contact below no later than 2:30 P.M., Central Daylight Savings Time, on Friday,September 30, 2011.
