- 52-212-1 INSTRUCTIONS TO OFFERORS OF COMMERCIAL ITEMS SF-1449 FORM This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for quotes are being requested and a written solicitation will not be issued. This requirement is being issued under the Simplified Acquisition Procedures. The solicitation document and incorporated Provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43, Effective 04 Aug 2011. The awarded contract will be firm fixed price. The closing date for all quotes is September, 20, 2011, at 1:00 PM CST. The North American Industry Classification System (NAICS) code is 332332 with a size standard of 500 employees. The Product Service Code is 6640 The USDA, National Soil Survey Center located in the Federal Building at 100 Centennial Mall North, in Lincoln, NE need to replace fumes and canopy hoods. This solicitation consists of purchasing and installing six 6' stainless steel fume hoods and one 6'canopy hood. The soil laboratory employs mainly two types of hoods: fumes hoods and canopy hood. The fume hood is a cabinet with a moveable front sash made out of safety glass. Air is drawn into the hood under and through the opened sash and is exhausted through openings in the rear and top of the cabinet to an exhaust stack on the roof of the building. The exhaust control system detects the movement of the sash and adjusts the volume of air required to maintain a constant face velocity. The canopy hood is used to exhaust non-toxic materials such as steam, odors, and heat. The Contractors will purchase and install hoods and must have 1) the expertise in laboratory air handling systems to determine the needs of the soil laboratory, 2) be able to determine the specific fume hoods and equipment needed to ensure all replacement fume hoods are functional and safe to use in the current fume hood control system, 3) designed to operate safely with an average face velocity of 50 feet per minute (FPM) with negative variation of not less than 20% of the average air flow, 4) the outer walls of the hoods must be constructed of catalytically activated polyurethane coated steel with galvanized inner hood walls covered in chemically inert fiberglass and have a sash constructed of ¼" thick laminated safety glass, 5) air baffle control must be automated and the baffles constructed of chemically resistant coat aluminum, 6) all work surfaces need to be constructed of 1" thick epoxy resin, 7) must be safety rated by the National Institute of Health with a rating of 6.0 AM 0.01 at a minimum sash opening of 28". The existing control system is a Phoenix Control System. The canopy hood must be constructed of galvanized steel. Your quote must include all parts, material, and labor necessary to install hoods, as well as plumbing, and demolition and removal. The areas of installation must be clean after completion. All required industry certifications must be obtained. All Deliverables are FOB Destination. This solicitation is being issued as a Request for Quotation (RFQ). Provisions 52.212-1 or reject the terms and conditions of this solicitation may be excluded from consideration. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. FAR Provisions 52.212-1, Instructions to Offerors of Commercial Items (Jun 2008). FAR Provision 52.212-3 Offeror Representations and Certifications Commercial Item (May 2011). Prospective contractors must also complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. (See FAR 4.1102). Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate, and complete. FAR 52.212-5 Contract Terms and Conditions required to Implement Statues of Executive Order Commercial Items (Aug 2011) applies to this acquisition. Specific clauses cited in FAR 52.212-5 that are applicable. All prospective bidders must be actively registered in the Central Contractor Registration. Failure to register by close of business on the third day after notification of possible award by the Contracting Officer may cause rejection of your offer.
