Description
The Bureau of Reclamation Lower Colorado Region Multi-Species Conservation Program has a requirement for the pickup and delivery of 603 tons of Lassenite Pozzolan soil amendment. Material will be picked up in Doyle, CA, and delivered to the Beal Lake Conservation Area, Havasu National Wildlife Refuge near Needles, CA. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-53. This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 484110 General Freight Trucking, Local. The small business size standard for NAICS Code 484110 is $25.5M. The resulting contract will be a firm-fixed-price type. Line item 0001: Pickup and Delivery of 603 tons of Lassenite Pozzolan soil amendment material; pickup location is the Western Pozzolan Corporation, Doyle, CA; delivery location is Havasu National Wildlife Refuge near Needles, CA; transportation will require multiple trips. Items shall be delivered FOB destination. All shipments must be completed by October 31st, 2011. It is anticipated that a purchase order will be awarded to the responsive, responsible vendor providing the lowest priced quotation. The following provisions and clauses apply to this solicitation action: FAR provision 52.212-1, Instructions to Offerors - Commercial. FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items. Offerors shall include in their offers a completed copy of the provision 52.212-3 or indicate completion of the applicable Online Representations and Certifications Application (ORCA). Offerors may complete the annual representations and certifications online at orca.bpn.gov. FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Specific FAR clauses included in 52.212-5 that are applicable to this requirement include: 52.222-50, Combating Trafficking in Persons, 52.233-3 Protest After Award, and 52.233-4, Applicable Law for Breach of Contract Claim. Additional contract requirements include the following clauses:1452.223-81 Safety and Health - Bureau of ReclamationNotification to all Contractors Proposals are being requested and a request for quotation (RFQ) numbered R11PS30376 will be issued to facilitate electronic quotation submissions. This RFQ is issued under the Simplified Acquisition Procedures. The RFQ will be issued via www.fedbizopps.gov. The RFQ contains a description, with quantities, and all applicable clauses and provisions. Responsible offerors are requested to submit a quotation for this requirement. Offers may be submitted electronically through FedBizOpps or via email to Dave Kent, contract specialist, at dkent@usbr.gov. To facilitate electronic quotation submissions through FedBizOpps, a request for quotation (no. R11PS30376) is being issued subsequent to this combined solicitation/synopsis. Any and all questions shall be submitted via email to Dave Kent, contract specialist, at dkent@usbr.gov, by September 21st, 12:00 p.m. PDT. Offers are due no later than September 23rd, 2011, 12:00 p.m. PDT. Vendors are reminded that they must be registered in the Central Contractor Registration database to be considered for award. Vendors can register at www.bpn.gov/ccr. Vendors need their Dun & Bradstreet numbers and banking information when registering and updating their profiles.
