- Solicitation Number: Notice Type: SOL-NC-11-00028 Pre-Solicitation Synopsis: The U.S. Environmental Protection Agency (EPA) has a requirement for support for Implementation and Strategy development. The (EPA) is responsible for the implementation of Title I of the Clean Air Act (CAA) as well as requirements of other Titles associated with Title I. This responsibility includes the review, development, promulgation and implementation of the National Ambient Air Quality Standards (NAAQS) as well as the National Emission Standards for Hazardous Air Pollutants (NESHAPs), and the New Source Performance Standards (NSPS). The standards and policies developed under Title I, and the other provisions of the Act, ensure that all citizens breathe air that meets minimum health levels. The purpose of this contract is to assist in the development of environmental regulatory and management strategies, collect and analyze data, perform technical support studies concerning alternative approaches for pollutant control, conduct analyses of mobile source emissions, and assist in developing and assessing mobile source control programs to support the development of regulatory and management strategy development. The general types of assistance and support functions that EPA will require include: (1) investigations; (2) analyses; (3) data collection and operations; (4) development of guidance and procedures; (5) preparation of manuals, workshops, and training; (6) the use of techniques supporting findings and recommendations; (7) technical/ information transfer; and (8) coordination with other EPA offices and/or other Federal, State, Tribal, Regional and local programs to develop single or multimedia regulatory strategies, and to address pollutant transport issues. The EPA anticipates the award of a cost-plus fixed fee, level of effort type contract with a base period of performance of twelve (12) months, and four (4) additional twelve-month option periods. The anticipated contract award date is March 30, 2012. The total duration of the proposed contracts is sixty (60) months for a total of 100,000 labor hours consisting of a base quantity of 10,000 labor hours and 10,000 optional quantity labor hours for the base year and each option period. This effort is a follow-on to contract EP-D-07-001 with EC/R which expires on October 26, 2011. The associated North American Industry Classification System (NAICS) code is 541620 with a size standard of $7.0M in average annual receipts over the last three years. The draft Conflict of Interest (COI) clauses can be reviewed at EPA's website at http://www.epa.gov/oam/rtp_cmd. The solicitation is scheduled to be issued on or around October 11, 2011 as a Total Small Business Set-Aside. Proposals will be due approximately 30 calendar days after issuance of the solicitation. The solicitation and amendments will be available via the World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet.
