- RFQ No. 263-11-003 ASSESSMENT TO ESTABLISH COMMUNITY COLLEGES IN EGYPT The purpose of the community college assessment in Egypt is to make an initial determination of the likely legal, technical, managerial and financial feasibility of establishing community colleges in Egypt. An essential question that must be assessed now is whether higher education policies and structures in Egypt will permit creation of community colleges that are responsive and flexible enough to meet the educational and workforce demands and able to be sustained. The assessment will also be carried out to get a sense of what key policy and regulatory actions need to be taken and to what extent the political will is present to take on and sustain an effort to establish community colleges. This pre-program assessment will be essential to inform the USG whether pursuing the establishment of community colleges in Egypt is worthwhile or not, and if so will inform an appropriate outcome to work toward.
