- The Naval Air Warfare Center Aircraft Division, Lakehurst New Jersey has a requirement for the following items in support of the NAVAIR Metrology and Calibration METCAL Program: Nine (9) each, model 3000-20, Couplers; eight (8) each, model 3000-40, Couplers; twenty (20) each, model 3020A Bi-Directional Couplers; eighteen (18) each, model 374BNM, Terminations; thirty (30) each, model 375BNM Terminations; and fifteen (15) each, model 3292-1 Hi-Directivity Coupler. These Attenuators, Couplers, Terminations and Filters provide interface connections and terminations for a variety of high frequency calibration and support equipment systems. The equipment will support the calibration of RF Power meters, Radar Test Sets, Altimeter Test Bench Sets, RF Microwatt Meters with Power Detectors, Signal Generators, Radio Test Sets, Digital Data Simulators, Pulse Power Test Sets, Aerial Target Test Sets, RF Communications Test Sets, Thermoelectric Power Heads, Synthesized Signal Generator Mainframes and associated plug-in units. The Government intends to procure these items under the authority of 10 U.S.C. 2304(C) (1), as implemented by FAR 6.302-1. L-3 Communications Corporation of Hauppauge, NY (Doing Business as NARDA Microwave East), is the original equipment manufacturer (OEM) for the identified attenuators, couplers and terminations. As such, they are the sole designer and manufacturer for the above identified items, and they can guarantee the equipment meets the original performance characteristics, design features and operational instructions that the instrument calibration procedures (ICPs) were written to. The current calibration procedures were written to support existing instruments and systems currently used in the fleet. The Government does not own any data, or other specifications to permit full and open competition. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition, based on the responses to this notice, is solely within the discretion of the government.
