- This announcement is a notice of intent that the ATEC Mission Support Contracting Activity (AMSCA) intends to award a fixed firm price contract to LHS Productions, Inc DBA VideoBank IAW FAR 6.302-1 to support the Dams Asset Management System. The Period of Performance will be 1 Oct 2011 - 30 Sep 2012. VideoBank is currently providing support and updating services for DAMS software supporting the Airborne Special Operations Test Directorate (ABSOTD) located at Fort Bragg, NC under AMSCA contract number W9115U-10-P-0049. The DAMS supports the operational testing of military equipment. Each test DAMS supports requires equipment that meets rigorous validation and reliability standards and the support of which is fully knowledgeable from day one of the contract. This is not a solicitation and no bids, proposals or quotes will be accepted. Background: VideoBank possesses the DAMS proprietary code which required for the overall system functionality. VideoBank was the only source that had the expertise, technical resources, and the capability to build and maintain the DAMS system as it is configured and interfaces with the operational environment. VideoBank is the only contractor capable of providing onsite support and training technical complexity and uniqueness of the DAMS as it is configured and utilized at this site. To award the contract to another firm would present an unacceptable level of risk to the Government's mission accomplishment due to: (1) loss of access to the unique knowledge and experience possessed by VideoBank; (2) a reduction in support levels while the contractor learns the operation of the supported activity and the DAMs system; and (3) require the Government to purchase a replacement code the cost of which would not be recovered through competition. In addition, market research has determined that VideoBank alone possesses the system knowledge and capability to execute a High-Definition upgrade to the DAMS. The incumbent is a small business under NAICS 541511 Custom Computer Programming Services (Size Standard $25.M).
