Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Naval Health Research Center (NHRC), intends to award a firm fixed price purchase order on a sole source basis to: Mayflower Strategy Group, LLC., Lyme, NH 03768. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: Contractor to support the on-going Biomedical Translational Initiative (OASD (HA) - BTI) evaluation effort by reviewing associated protocols in a technical advisory role concerning the following: a) innovation, b) technical merit, c) personnel qualifications, d) value to treatment of wounded warriors, e) probability of successful deliverable within the time of the performer's contract, f) regulatory requirements, and g) reporting. The contractor shall assist the performance review consistent with the contract requirements and include the following: a) technical report, b) site visits, and c) communication with the performer. The Contractor shall assist in the development of future BTI solicitations, and pivotal in patient recruitment efforts as well as strategy and prioritization of resources for both BTI Principle Investigators. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The Mayflower Strategy Group, LLC. is the current service provider assisting the Office of the Assistant Secretary of Defense, Health Affairs (OASD (HA)) in the monitoring and support of the BTI contracts progress and performance review. The consultants have acquired and possess the unique knowledge and expertise needed to accomplish this effort in the required time window of execution. As a continuation to the ongoing effort, the Mayflower Strategy Group, LLC. can maintain the integrity and continuity of the research and data through continued administrative and monitoring efforts in support of the Biomedical Translational Initiative. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Time constraints for mission success limited Market Research. 4. Any other facts supporting the use of other than full and open competition: Seeking alternative sources for this follow-on contract and continued provision of specialized services would cause duplication of costs to the Government and delay agency requirements. Use of this authority is appropriate in maintaining the integrity and continuity of the ongoing research and data. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
