Description
The U.S. Army, Army Contracting Command (ACC) Picatinny, Picatinny Arsenal, New Jersey 07806-5000, on behalf of PM IED Defeat/Protect Force is seeking sources for the production of spare parts and assemblies required for the sustainment and repair of commercial roller systems currently used on military vehicles for the purpose of initiating Improvised Explosive Devices (IEDs). These rollers are integrated with tactical vehicles which are equipped with the appropriate interface bracket. The sustainment spare parts must be compatible and interchangeable with the current roller systems deployed in theatre: SPARK OIF, SPARK OEF, SPARK OEF+, and SPARK II. The SPARK OIF provides full width vehicle protection to the host vehicle and relies on the weight of the roller wheels to function the IEDs. The SPARK OEF is a narrower, more maneuverable version of the SPARK roller which adds the capability to be steered by the operator and can be articulated to negotiate obstacles. The SPARK+ is an OEF roller with the ability to be remotely jettisoned from the host vehicle. The SPARK II is a substantially improved design that provides variable standoff from the host vehicle, and based on mission requirements and vehicle capabilities can provide increased down force and adjustable ground effects. Typical spare parts for this system include but are not limited to:Mechanical components- Wheels, steel fabrications and weldments, struts, fasteners, springs, bearings, rotary joints, etc.Electrical and electronic assemblies- Electrical connectors, cables and wiring harnesses, pumps, relays, controllers, lights, etc.Hydraulic components- Hoses, fittings, mechanically driven pumps, accumulators, cylinder assemblies (both sensing and non-sensing), pressure sensors and controllers, etc. Interested respondents shall include their capability to manufacture the mechanical, electrical, electronic and hydraulic spare parts needed to support sustainment of the fielded rollers, as mentioned above. In addition, respondents shall provide detailed information regarding their ability to package, mark and ship the spare parts for Air, Ground and/or Surface delivery within the continental US and to worldwide destinations. Sources must provide a sustainable delivery schedule and how they will maintain it, to include quantity levels (ex. 40 units a month or 10 units a week; 50 units every 25 days; etc.). Respondents must also provide a detailed description of their quality control process. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
