Description
This is a Sources Sought Notice for HEALY SPARE HUBS OVERHAUL AND ASSEMBLY. A firm-fixed price, commercial supply contract is planned. Work will be accomplished at the contractor's facility. The hubs are located at Coast Guard inventory in Barstow, CA. The Coast Guard is interested in determining what sources are able to provide HEALY SPARE HUBS OVERHAUL AND ASSEMBLY. We are trying to determine from your feedback the availability of small businesses to perform the work for a potential set-aside and the capability of interested firms to perform the work. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. Note that small business concerns for set-asides are reminded that it is required that at least fifty (50) percent of the cost of personnel for contract performance be spent for employees of the concern (52.219-14,"Limitations on Subcontracting"). EXPECTED PERIOD OF PERFORMANCE: Unknown at this time; however, it should start no later than January 2012. WORK DETAIL a) Background: The USCGC Healy is equipped with twin four-bladed Propellers. The propeller hubs were manufactured by Bird-Johnson Company (now Rolls Royce herein referred to as OEM). The propellers are of the "built-up" design meaning the blades are individually bolted to a hub, which in turn is bolted to the tailshaft flange. At the aft end of the hub, a hub cone is attached to the hub body by ten (10) socket head cap screws. During the first year of CG operation, the hub cone on the port propeller was twice found to be missing and the ten attachment cap screws appeared to have backed out as no portion of the screws remained in the hub. The propeller blades, hub, and cone are all manufactured from cast Martensitic Grade CA6NM Stainless Steel per ASTM A743. b) Remove the starboard propeller hub cone and perform design modifications to the securing system. Perform design modifications to the securing system of a government furnished port propeller hub cone. Install both modified hub cones onto the propeller hubs. c) Hub Detail: i) Two Coast Guard 420 WAGB Hub Assemblies and one Propeller Blade Set. ii) Classification: (OEM - Rolls Royce) 420 WAGB, Hub Assembly, Left Hand and (OEM - Rolls Royce) 420 WAGB, Right Hand. iii) Government Furnished Property (GFP): Hub Assembly, Propeller, L.H., controlled by the USCG Engineering Logistics Center, Baltimore, MD by NSN 2010-01-462-9192; Hub Assembly, Propeller, R.H., controlled by the USCG Engineering Logistics Center, Baltimore, MD by NSN 2010-01-462-6510; Blade Set, Propeller, L.H., controlled by the USCG Engineering Logistics Center, Baltimore, MD by NSN 2010-01-465-8328; and, Cone, Hub Fairing, controlled by the USCG Engineering Logistics Center, Baltimore, MD by NSN 2010-01-F02-7965. TECHNICAL AND LICENSING BARRIERS/LIMITS: a) Past performance clearly demonstrating work successfully performed of the same or similar type. b) A facility that has the equipment and skilled labor force to perform the work. c) All welding shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
