- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation W912CM-11-T-0263, -264 and -265 are issued as invitations to request for quotations (RFQs) for the various requirements by the Chaplain Office at US Army Garrison, Baumholder, Germany. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. (iv) This is an unlimited procurement with NAICS code 813110. (v) The following are the non-personal services required. All items are for 12 months. There is a separate RFQ number for each starting from the number for this combined synopsis/solicitation. Each RFQ is attached to this synopsis. W912CM-11-T-0263: Catholic Parish Coordinator W912CM-11-T-0264: Choir Director, Catholic W912CM-11-T-0265: Catholic Priest (vi) The non-personal services are to be provided at the chaplain's office at US Army Garrison, Baumholder, Germany. Each RFQ is attached to this announcement. (vii) Services shall be performed, inspected and accepted at US Army Garrison, Baumholder, Germany. Date of performance is as indicated below for each requirement. W912CM-11-T-0263: Catholic Parish Coordinator - 01 Nov 2011 to 31 Oct 2012 W912CM-11-T-0264: Choir Director, Catholic - 24 Oct 2011 to 23 Oct 2012 W912CM-11-T-0265: Catholic Priest - 01 Nov 2011 to 31 Oct 2012 (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and addendum to this clause is shown in Attachment 1 hereto. This announcement consists of multiple requests for quotes. The RFQ for each requirement is attached to this announcement that can be downloaded as required. All the clauses and addendum stated in the announcement apply to each of this RFQ. Offeror must be registered with the Central Contractor Registration to obtain an award. Submission of quotes requires submission of additional information for technical acceptability. Read the Addendum to 52.212-1 in Attachment 1 for details. (ix) Provision at 52.212-2, Evaluation -- Commercial Items, is also included in Attachment 1 of this Notice. This includes the evaluation criteria and basis for award. Award will be made to the responsible lowest priced technically acceptable offeror. (x) Offerors need to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, Alt 1, with its offer. A copy of the full text maybe requested from the point of contact. (xi) Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Addendum to this clause is shown at Attachment 2 (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this and also the DFARS clauses for the same subject matter. The 52.212-5 will be incorporated in full text I in the contract document. Attachment 2 lists the clauses applicable to this solicitation and which will be marked "X" in the award document. (xiii) The services are to be performed at Baumholder, Germany. No logistical support will be provided by the Government. All cost for residing in Germany to provide the services shall be borne by the contractor. The offeror is responsible to obtain all the necessary permits and authorization that will allow performance of the required services in Germany. AWARD IS SUBJECT TO AVAILABILITY OF FUNDS. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating, is not applicable to this solicitation. (xv) The offer (quote and required information) maybe submitted by post or hand carried to the contracting office or sent by email.
