Description
Pricing Sheet This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being solicited and a written solicitation will not be issued. Solicitation Number TIB-2012-RFP-0002 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This acquisition is not a set aside. NAICS code is 519130. SPECIFIC REQUIREMENTS. Online Legal Research Database/Tool •1) The Contractor shall provide the Agency with a secure, reliable online legal research tool with access to the following databases: Federal, state, and local caselaw; Administrative material including; Comptroller General decisions; Merit Systems Protection Board decisions; Equal Employment Opportunity Commission decisions; and IRS Written determinations. Major news outlets; Federal treatises; AmJur; Federal regulations; Multi-jurisdictional statutes and their legislative history; Restatements of the Law; and People locator reports. •2) Further, the system shall allow users to: Access material via Internet Explorer, View case history, citations, and treatment, Print cases/research; and E-mail cases/research to multiple individuals. 3) Customer Servic e - Further, the Contractor shall provide the following services inclusive with the subscription Legal research training; Legal research assistance; and 24/7 password assistance. PERIOD OF PERFORMANCE. Base Period - Date of Award (DOA) through 12 months of performance. Option Period 1 - Expiration of Base Period through 12 months of performance. Option Period 2 - Expiration of Option Period 1 through 12 months of performance. Option Period 3 - Expiration of Option Period 2 through 12 months of performance. Option Period 4 - Expiration of Option Period 3 through 12 months of performance. Award of this order will be made on a competitive best value basis using the "lowest price, technically acceptable" basis. Evaluation will be made to identify all Offerors whose quotes are technically acceptable in accordance with the Specifications of the RFQ. Award will be made to the Offeror from the pool of technically acceptable quotes, whose cost/price is lowest. Technical acceptability will be determined by evaluating the specifications described on the specific requirements (online legal research tool -items 1, 2, and 3 and can meet the delivery schedule of 30 days after receipt of award. Quotes are technically acceptable if they provide all the functions in items 1, 2, and 3. Quotes shall conform to the aforementioned specifications. Pricing must be provided in the attached pricing sheet or the offeror will be considered non responsive and will not be eligible for award. Please include the following in your quote: CAGE Code, DUNS number, Tax Identification Number (TIN), Central Contractor Registration status, and GSA Contract Schedule Number (if applicable). The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of clause) The Federal Retirement Thrift Investment Board (TIB or Agency) is a Government agency operating on non-appropriated funds whose mission is to act solely in the interests of the Thrift Savings Plan participants and beneficiaries. As a non-appropriated fund agency, it is not bound by the Federal Acquisition Regulation (FAR).
