- The U.S. Department of State (DOS) Office of Acquisition Management (AQM) intends to award a sole source one-time purchase order (under $550,000) in accordance with the simplified acquisition procedures set forth in the Federal Acquisition Regulation Regulation (FAR) 13.106(b)(1) to: Colt Defense LLC 547 New Park Ave West Hartford CT 06110-1336 For quantity (60) fully automatic sub-machine guns, parts and quantity (200) 32round 9mm magazines as described below in support of the Office of Defensive Equipment and Amor Vehicles (DS/PSP/DEAV). The weapons, accessories and parts shall have the following technical specifications and salient characteristics: The Colt 9mm SMG is a 9x19mm Parabellum submachine gun; Caliber: 9x19mm/Parabellum Weight: 6.7 lbs (3.04 kg) overall length (stock retracted): 26 in. (66.04 cm) overall length (stock extended): 29.25 in. (74.3 cm) barrel length: 10.5 in. (26.67 cm) rate of fire: 700-950 RPM rifling: 1/7 RH effective range: 100 m State Department requires the law enforcement magazine which holds 32 rounds as opposed to 30 rounds. Colt has been identified as the only responsible source in accordance with FAR 6.302-1(a)(1) capable of providing the DOS these items. The DOS intends to purchase these items directly from the manufacturer, Colt Defense. To the Governments knowledge, no other distributor is able to meet the technical specifications and salient characteristics stated above without working through COLT Defense LLC however COLT Defense LLC only works directly with law enforcement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Colt Defense LLC is the only source that meets the Governments requirements. No other source has been located which can provide the items, as specified, that are required. Notwithstanding, any firm that believes it is capable of meeting the DOSs requirement, as stated herein, may submit its capability by 1:00 PM ET on Wednesday, 28 September 2011, which may be considered by the Government. A determination not to compete the contract based upon the responses to this notice is solely within the discretion of the Government.
