Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. In accordance with Federal Acquisition Regulation (FAR) 5.101, this is a notice of intent to award a firm-fixed price sole source award for the purhcase of HGO-4000 ORION Non-Linear Junction Detectors (NLJD), TALAN Telephone and Line Analyzers (TALAN) and CPM-700 Counter-surveillance Probe/Monitors (CPM-700) to Research Electronics International, LLC (REI) of 455 Security Drive, Cokville, TN 38506. This purchase shall fall under the authority of 41 USC 253(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Bureau of Diplomatic Security (DS) currently utilizes the ORION, TALAN and the CPM-700 and has a limited supply in its inventory. DS is in urgent need of procuring additional ORIONs, TALANs and CPM-700s to meet current inspection needs. These devices are integral components of state-of-the-art inspection gear that CAT employs on a routine basis. The ORION is one of two NLJDs that are currently utilized in the United States Intelligence Community (USIC). The other NLJD used within the IC is currently undergoing a design and engineering upgrade and is not available for purchase. The ORION meets the requirement for a compact, lightweight, low-powered, junction evaluator to meet operational requirements. The capability of the HGO-4000 ORION was designed specifically to meet the needs of government level applications to counter clandestine technical devices. At this time, there are no other non-linear junction detectors that meet mission requirements available for purchase. REI is the only responsible source that can provide maintenance and upgraded services for these items. Based on the proprietary rights for the technologies and advanced design methodologies, no other company can legally produce or supply these products. At this time, there are no other non-linear junction detectors that meet mission requirements available for purchase. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
