- This Request for Information (RFI) received 34 formal responses (along with other inquiries). These responses ranged from businesses representing all of the socio-economic small business categories up through large businesses. Nearly all of the responses mentioned the necessity of bringing all stakeholders into the process to ensure that the Enterprise Architecture solution eventually adopted is one that is most adaptable to future needs of users both within and outside APHIS and even outside the Department as future developments warrant. Many of the responses talked of the necessity to approach this effort in manageable portions with shorter timeframes in which to see real progress. Nearly all of the responses also stated how important it is to first of all do an "as-is" survey of the current IT systems in place which will then allow for a more detailed and accurate road map to get to the "to-be" state. While some responses suggested having more than one contract to do this work other respondents felt that one could handle all aspects of this effort. For those who suggested more than one contract the suggestion was typically to have a contractor for a Discovery and Analysis phase and then a separate contractor(s) for later development phases once an Enterprise Architecture plan had been agreed to. An advantage of having multiple contracts would be to have a more diverse set of eyes to draw ideas from. A disadvantage would be the extra burden and possible miscommunication that could occur in trying to coordinate the work among different contractors. The answers were nearly split evenly between 541511 and 541512 as to which would be the proper NAICS code to use for this project with most saying that 541512 would be more appropriate for the Enterprise Architecture portion of the contract(s) and 541511 would be most appropriate for the development work that would need to be done. Some also suggested codes 541611 (general consulting services) or 541519 for "other computer related services". After careful consideration of the RFI responses and the needs of USDA APHIS the following are the steps to be taken to procure these services: Synopsis will be posted on the Federal Business Opportunity (www.fbo.gov) website the week of September 26, 2011 with the Request for Proposal AG-6395-S-11-0124 being released approximately the week of October 3, 2011. This will be offered as a total small business set-aside under NAICS code 541511 (with a size standard of $25 million). This small business set-aside decision was made because we have determined that there are small businesses (especially considering partnership opportunities that some responses have already suggested) that can successfully perform this requirement. So, in accordance with FAR (Federal Acquisition Regulation) 19.502-2 (b) which states that this type of acquisition shall be a small business set-aside "when there is a reasonable expectation that...Offers will be obtained from at least two responsible small business concerns offering the products of different small business concerns... and Award will be made at fair market prices" it was decided this will be a total small business set-aside. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a firm-fixed price portion of the contract for operations and maintenance services (including help desk support) and task orders issued (either FFP or labor hours) for Development, Modernization & Enhancements as these services become necessary during the contract period.
