- The Army Contracting Command (ACC), National Capital Region Contracting Center (NCRCC), on behalf of the Army Publishing Directorate (APD), intends to exercise W74V8H-06-D-0021 contract clause FAR 52.217-8 Option to Extend Services to the current contract holder, Dynamic Technology Systems, Incorporated (DTS), 5285 Shawnee Road, Suite 500 Alexandria, Virginia 22312. The contract currently supports the Army Publishing Directorate (APD) in managing the Army departmental publications and the electronic publishing process, including the life-cycle management of departmental forms, in accordance with Army Regulation (AR) 25-30. The Government will negotiate directly with DTS, Inc. on a sole source basis under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice is being posted since this option falls under FAR 52.217-8 was not previously evaluated as part of the initial contract award W74V8H-06-D-0021. This option exercise will be at the current rates specified in the current contract, as allowed by FAR 52.217-8, and will extend the period of performance from 30 September 2011 to 29 March 2012. This option exercise will further allow for a competitive procurement to be accomplished and to allow for a transition of services to a potential new contractor. DTS, Inc. is the only responsible offeror for exercise of this option, as the Government would incur unacceptable delays in fulfilling the agency's requirements if this option was not exercised before the current contract expiration date. This notice to extend contract services is not a request for competitive proposals. The extended period of performance of the contract is six (6) months. This extension of services was limited to the least amount of time necessary to obtain full and open competition as soon as possible. A determination not to compete this proposed contract extension is solely within the discretion of the Government. The point of contact for this acquisition is Contract Specialist, Patricia A.
