While the SimMan 3G is used in the desired product/service name for the items listed, it is the intention of the government to allow consideration of other products that offer equal performance in filling the requirement. Listed below is a statement of work that describes the needs of this requirement. Scope of Work: The scope of work associated with this Statement of Need is material based. Scope is to include the delivery of a next generation resuscitation mannequin, the most current version of resuscitation mannequin software, operator LED screen, ruggedized laptop computer, trauma accessory and simulated blood package. Other than the indicated delivery and initial set-up and introduction to the equipment, no services are anticipated. Item Requirements: The mannequin will provide the users with the ability to change scenarios, i.e. trauma or cardiac based, or both simultaneously. Due to the harsh environments in which the training aid will be utilized, the equipment must be ruggedized, easily transportable, and delivered in shock resistant and waterproof (Pelican-type) cases. The controller computer needs to be a ruggedized laptop. The resuscitation mannequin must have the ability for the controller to shift scenarios quickly, or as a direct result of operator interventions, as well as permit the development of unscripted scenarios. The mannequin functionality needs to include drug recognition as well as 12-lead electrocardiogram feedback. The operator should be able to view 12-lead cardiac rhythms on a separate LED-type display from the scenario controller screen. The mannequin should have the capability to interchange upper and lower limbs that realistically represent gunshot wounds and traumatic amputations and capable of discharging simulated blood. The mannequin needs to have the ability to needle decompress pneumothorax-type injuries, present the operator with various signs and symptoms that include tearing from the eyes, dilation of pupils, spasms and seizures, unilateral chest movement, distention of jugular veins, varied audible breath sounds and verbal feedback. **Bleeding Modules should include: Amputated Arm, Gun Shot Arm, Amputated Leg, Gun Shot Leg, Hardware Kit and DFU.
