- This publication serves as notice of intent to procure barging services between the towns of Stehekin and Chelan, Washington, on Lake Chelan for the Department of the Interior, National Park Service, on a sole source basis from Stehekin Maintenence and Machinery, DBA Tom Courtney Tug and Barge Co. under authority of FAR 6.302-1 and FAR 13. A signed Justification for Other than Full and Open Competition is on file. Stehekin is a remote community located within Lake Chelan National Recreation Area at the north end of Lake Chelan, approximately 50 miles from Chelan, Washington. The Stehekin valley is isolated; the roads do not connect with any highway system. The NPS requires loading/unloading and transport of materials, supplies, fuel in bulk tanks, vehicles, and equipment on both a regular and an intermittent basis, as well as short-term storage of same at the contractor's facility in Chelan. Barge runs will be approximately monthly. NPS will establish an indefinite delivery - indefinite quantity purchase order using firm fixed prices for each type of item handled. The value of this procurement is estimated to be between $30,000 and $150,000 for services to be rendered through 9/30/12. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice, however, any firm that believes they have capabilities to provide this requirement may give written notification to the Contracting Officer at sarah_welch@nps.gov. All comments received before 9:30 am October 11, 2011, will be considered.
