- Army Contracting Command - Warren (ACC-WRN) is conducting a Market Survey to identify potential sources for the manufacture of the M4A1 Carbine Heavy Barrel, NSN 1005-01-471-5456. The M4/M4A1 Carbine Heavy Barrel is manufactured from chrome-moly-vanadium steel (see MIL-B-11595). Application of protective coatings are required in accordance with 1.2 and 5.3 of MIL-STD-171. Proof firing, magnetic particle inspection and test firing, are requirements for this item. The Technical Data Package (TDP) for the M4A1 Carbine Heavy Barrel is categorized as Distribution F and is restricted. Distribution of the TDP is determined by the Controlling DoD Office. This TDP contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., App 2401, et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This also applies to distribution of the TDP to all Subcontractors at every level. The U.S. Government requires a Use and Non-Disclosure Agreement (NDA) to be executed by an authorized representative of the respondent's firm before access can be granted to the technical data. This information is being provided for informational purposes only; no drawings will be provided as part of this Market Survey / Sources Sought Notice. Pursuant to an existing Technical Data Sales and Patent Licensing Agreement, the manufacture of the M4A1 Heavy Barrel is restricted to manufacture within the United States and Territories. Government Furnished Property / Ammunition will be provided as Test Support Material under any resulting solicitation. As such, potential sources must be capable of safeguarding sensitive conventional arms and ammunition within their facility. All potential sources shall be required to pass a security pre-award inspection conducted by the Defense Security Service prior to any prospective award. In addition, potential sources shall be required to establish a written accountability plan indicating compliance with the accountability requirements provided in a Security Statement of Work. Both the required physical security procedures and accountability plan shall be prepared in accordance with DoD 5100.76-M, entitled, "Physical Security of Sensitive Conventional Arms, Ammunition, and Explosives". Interested parties that believe they can meet the above requirements should respond with the following information: (a) name of company; (b) company representative title and contact information; (c) company address, telephone numbers (voice and fax), e-mail address; and (d) company size under the North American Industry Classification System (NAICS) code 332994 - Small Arms Manufacturing (i.e. large, small, small disadvantaged, veteran owned, woman owned, etc). This is a market survey and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the U.S. Government to issue a Request for Proposal (RFP). All information in response to this market survey shall be submitted at no cost to the U.S. Government. The U.S. Government will utilize the information provided for planning purposes only. This market survey is not to be construed as a commitment by the U.S. Government. If a formal (RFP) is generated at a later date; a solicitation notice will be published. No award will be made as a result of this market survey. All information submitted by respondents to this market survey will be held in confidence. The U.S. Government is not obligated to notify respondents of the results of this survey.
