Description
Pre-Solicitation No. SOL-383-12-000001 Questions and Answers from April 2011 INCREASED RESPONSIVENESS IN THE LEGAL SYSTEM (IRLS) To all interested parties : The United States Government, as represented by the United States Agency for International Development Mission to Sri Lanka (USAID/Sri Lanka), intends to issue a competitive request for proposals (RFP), restricted to Small Business concerns in order to select an implementing contractor to provide Justice Sector technical assistance services that lead to Increased Responsiveness in Sri Lanka's Legal System. Previous notices were submitted to Fedbizopps in April and July 2011 regarding this pending RFP under the Presolicitation Notice for RFP No. SOL-383-11-000001. The purpose of this notice is to comply with the synopses and presolicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. This notice and any subsequent solicitation will be handled using electronic commerce. This procurement will be conducted under open competition procedures set forth in FAR Part 15, limited to Small Business concerns. USAID plans to award a performance based, cost-plus-fixed-fee, completion-type contract to a qualified and eligible US Small Business concern. The total cost estimated for this program requirement is in the range of $4.1 to $4.5 million, covering a thirty month period of performance. Comments on the attached Draft RFP (only via email) USAID/Sri Lanka expects interested parties to raise any questions that will enable us to identify and resolve any issues regarding the acquisition strategy, the feasibility of the requirement, the suitability of the evaluation criteria, the availability of other reference documents, and any other concerns. To assist in the efficiency of this process, please consider the following in preparation of questions: •- Please ensure comments are concise and specific to information included within the draft RFP; and •- Please ensure submitted comments make specific reference to page and section numbers. Please note that the RFP attachment at Section J - 2010 Justice Sector assessment can be found at the USAID/Sri Lanka website under the header tab for ''News Room, sub-heading, 'Publications', Rule of Law - Assessment Report 2010', if the following link does not work: http://srilanka.usaid.gov/publications.php Presolicitation Conference to be Held in Washington, DC USAID/Sri Lanka is planning on holding a Presolicitation Conference in Washington, DC tentatively scheduled for October 24, 2011. The exact timing and location will be announced under this notice heading shortly. Interested Small Business concerns should let us know of their interest in this procurement and if they plan to attend the Presolicitation Conference to the Mission email address listed below. Subcontracting Opportunities / Expressions of Interest Any organization interested in potential subcontract or grant under contract awards that may be issued during project implementation should send an expression of that interest to the Mission email address listed below with information about your organization, point-of-contact and email address, along with a brief paragraph on the area of interest and services / products that can be provided to a prime US small business organization. Any such expressions of interest will be listed in a separate document and attached to the final RFP solicitation release so that potential offerors can review the organizations interested in potential subawards. USAID will not screen the organizations requesting inclusion on the list or recommend any particular organization, but will facilitate the gathering and sharing of information submitted by others. Offeror Expressions of Interest in participating in the pending RFP procurement process Again, we strongly encourage interested Small Business concerns who have Justice Sector area and field tested international experience to notify us of their potential interest to participate. Please carefully review the attached draft solicitation document and submit a brief summary capability statement, your expression of interest, your confirmation (or not) to participate at the presolicitation conference, and any comments, questions and concerns regarding this RFP no later than October 12, 2011 18:00 EST. In the interest of fairness to all potential offerors and at the request of the Government of Sri Lanka, we request that interested parties do not contact Government of Sri Lanka officials and members of the Sri Lanka Judiciary at this time. The same applies to initiating contact with USAID/Sri Lanka senior management and technical personnel to discuss this pending procurement action.
