Description

Department of Veterans Affairs (VA), VISN 20 Contracting Office, located at 960 Broadway Ave, Suite 460, Boise, ID 83702 intends to enter into a twelve (12) month Firm Fixed Price (FFP) contract with four (4) twelve (12) month option periods, on a basis of other than full and open competition for trash collection services for the Roseburg VA Medical Center in Roseburg, OR. The VISN 20 Contacting Office intends to award a sole source Firm Fixed priced (FFP) contract to Roseburg Disposal, 835 S.E. Sheridan, Roseburg, OR 97470, a Small Business, to provide trash collection services for the Medical Center. Place of performance shall be the Roseburg VA Medical Center. Per City of Roseburg Ordinance, the services for the collection of trash are mandated to be performed by the City's exclusive contract holder, Roseburg Disposal. This ordinance can be found in Roseburg, Oregon Code of Ordinances Chapter 9.20 Solid Waste Management Service. The statutory authority for restricting competition under SAP, or Single Sourcing, for acquisitions under $150,000 or Simplified Acquisition Threshold (SAT) is 41 U.S.C. 253(c), as implemented by FAR 13.106-1(b)(1). The specific reason for restricting competition is authorized or required by statute. This notification shall close on September 30, 2011.
