Description

Department of Veterans Affairs (VA), VISN 20 Contracting Office, located at 960 Broadway Ave, Suite 460, Boise, ID 83702 intends to enter into a twelve (12) month Firm Fixed Price (FFP) contract with four (4) twelve (12) month option periods, on a basis of other than full and open competition for trash collection services for the Boise VA Medical Center in Boise, ID. The VISN 20 Contacting Office intends to award a sole source Firm Fixed priced (FFP) contract to Allied Waste Services, 11101 W. Executive Dr, Boise, ID 83712, a Large Business, to provide trash collection services for the Medical Center. Place of performance shall be the Boise VA Medical Center. Per Boise City Ordinance, the services for the collection of trash and recyclables are mandated to be performed by the City's exclusive contract holder, Allied Waste. This ordinance can be found in Boise City Code Title 8: Health and Sanitation; City of Boise Solid Waste Ordinance 8-10; Section 8-10-03 Commercial Solid Waste Collection Services. The statutory authority for restricting competition under SAP, or Single Sourcing, for acquisitions over $150,000 or Simplified Acquisitions Threshold (SAT) is 41 U.S.C. 253(c), as implemented by FAR 13.106-1 and FAR 13.5 and specifically FAR 13.501 under Simplified Acquisition Procedures Commercial Items Test Program. The specific reason for restricting competition is authorized by statute. This notification shall close on September 30, 2011.
