- On September 29, 2011, the National Aeronautics and Space Administration (NASA)Science Mission Directorate (SMD) is releasing a draft solicitation for community reviewand comment: the draft Earth Venture Instrument-1 (EVI-1) Program Element Appendix to theSecond Stand Alone Missions of Opportunity Notice (SALMON-2) Announcement of Opportunity(AO). Upon the release date, the full text of the draft solicitation will be available athttp://nspires.nasaprs.com/. The Earth Venture element of the ESSP Program conducts Principal Investigator (PI)-ledscience investigations relevant to SMD's Earth Science research program. Earth Ventureinvestigations must address NASAs goals to acquire deeper scientific understanding ofthe components of the Earth system, their interactions, and the consequences to life ofchanges in the Earth system. This solicitation calls for proposals for complete PI-ledspaceflight instrument development. When deployed on a satellite selected by NASA, thesespaceflight instruments will be used to conduct innovative, integrated, hypothesis orscientific question-driven investigations addressing pressing Earth system scienceissues.Participation is open to all categories of organizations or institutions, U.S. ornon-U.S., including educational, industrial, and not-for-profit institutions, FederallyFunded Research and Development Centers (FFRDCs), University Affiliated Research Centers(UARCs), NASA Centers, the Jet Propulsion Laboratory (JPL), and other Governmentagencies. NASA will hold an Earth Venture Instrument-1 (EVI-1) Draft AO Prospective BiddersTelecon/WebEx on Monday, October 17, 2011, to provide an overview of the draft EVI-1Program Element Appendix and to address any questions. Information about the Workshopwill be made available on the EVI-1 Additional Information Homepage athttp://essp.larc.nasa.gov/EV-I/. The comment period for the draft EVI-1 solicitation ends on October 28, 2011. The issuance of the draft EVI-1 solicitation does not obligate NASA to issue the EVI-1solicitation and solicit proposals. Any costs incurred by prospective investigators inpreparing submissions in response to this draft solicitation are incurred completely atthe submitter's own risk.
