Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The solicitation will be for a 5-year, Firm-Fixed priced (FFP), Indefinite Delivery/ Indefinite Quantity/ (IDIQ) contract for Binocular Night Vision Devices (BNVD). This acquisition is under North American Industry Classification System code (NAICS) 334511 - Night Vision Equipment. The resulting award is not to exceed $48 million dollars over the 5-year ordering period. Delivery terms are 180 days after contract award date with FOB destination. Inspection will be at Origin by DCMA and acceptance will be at destination - NSWC Crane. This is a full and open competitive acquisition and all responsible sources may submit an offer that will be considered. The final contract award decision may be based upon a combination of the following factors as described in the solicitation, product sample, written performance specification compliance, delivery schedule, warranty, and customer satisfaction. The Government intends to award to the responsible contractor whose offer the best value to the Government. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a Commercial Acquisition in accordance with FAR Part 12. The solicitation will be available on or about 14 OCT 2011 at the following address: http://www.fbo.gov Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.bpn.gov/ccr/contractors.aspx. Information about the JCP is located at http://www.dlis.dla.mil. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. All changes to the requirement that occur prior to the closing date will be posted to the Crane website, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane website, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
