- This is a Sources Sought Synopsis for the purpose of conducting market research and obtaining industry information ONLY. Proposals are NOT being requested, nor accepted at this time. The National Park Service (NPS) will use information obtained through this synopsis to develop an acquisition strategy. The primary purpose of this synopsis is to obtain 1) Industry knowledge regarding shuttle services, 2) Information regarding the types (small business classifications) of interested businesses, and 3) Potential contractor qualifications. All responses to this notice should be submitted to John Chaney by no later than close of business October 19, 2011. Responses may be sent via e-mail to John_chaney@nps.gov or via mail / courier to Rocky Mountain National Park Contracting Office Attention: John Chaney 1000 Highway 36 Estes Park, CO 80129 The North American Industry Classification System (NAICS) code for this acquisition is 485113. The associated small business size standard for the NAICS code is $7M average annual revenue for the previous three years. The NPS anticipates issuing a request for proposals in December, 2011 Following is a brief description of the current shuttle system at Rocky Mountain National Park along with a narrative detailing some of the Park's desires for the new shuttle services contract. Rocky Mountain National Park through a service contract currently operates a visitor shuttle service along the Bear Lake corridor of the park, along with an express connection to the Town of Estes Park, CO. The service encompasses three park routes; the Bear Lake route operates on 10 to 15 minute headways and runs from the shuttle Park & Ride to Bear Lake serving multiple trailheads along the way. The Moraine Park route operates on 30 minute headways and runs from the shuttle Park & Ride to the Fern Lake trailhead. The third route is the Hiker Shuttle that operates on a half hour basis (during peak) between the Town of Estes Park and the shuttle Park & Ride. The shuttle operates daily from early June through early October with some weekend only service before and after that period. All shuttles are free with paid entry into Rocky Mountain National Park. The shuttle system has average annual boardings of 430,000, with 9,900 service hours, and service miles of about 126,000. Additional information can be found at: http://www.nps.gov/romo/planyourvisit/shuttle_bus_route.htm The currently shuttle system uses a mixture of gasoline powered cut-a-way shuttles and diesel powered low-floor buses. Rocky Mountain National Park would like to make improvements over the current system in three main areas of emphasis while maintaining financial viability of the system. - Reduction of noise of the shuttle service - a reduction in the decibel levels emitted over the current equipment or methods that would lower the noise footprint of the shuttle operations. - Increase in fuel efficiency over the current system - this may include more efficient equipment and/or use of alternative fuels. - Reduction of emission over the current system - this may include more efficient equipment and/or use of alternative fuels. Again, at this time the NPS is not accepting proposals but is requesting that interested businesses respond to this notice by furnishing the following information by October 19, 2011: 1. Company name, address, point of contact, telephone number, and email address. 2. Business type: 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Woman Owned Business, large or small business, etc. 3. Brief description of similar shuttle services provided within the past 5 years; minimum information should include the following: Contract price, project location, date of services, a brief description of the services. Please indicate the type of vehicles utilized with special emphasis on energy efficient vehicles. Do not send photos at this time. 4. In addition Rocky Mountain National Park is seeking information from industry on how best to achieve the shuttle system improvements noted above. Thus contractor responses to this notice should also address the following: 4.1 Considering the availability of fuel types and service support within the general area of Rocky Mountain National Park, what equipment is currently available to the industry which meets all or some of the park's stated goals? Please include a discussion on how various types of equipment would impact a service contract's hourly rate for such equipment. 4.2 Are there operational strategies which would aid in meeting the stated goals such as; phasing in of equipment, routing strategies, equipment sharing, or others?
