Combined Synopsis/Solicitation 797-11-RQ-0256 is issued as a request for quotation (RFQ), using FAR Subpart 12.1, in conjunction with FAR 12.601 and 12.603, as applicable, and as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, dated 04 AUG 2011. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is available upon request. This acquisition is solicited as a small business set-aside for an annual training meeting of 95 Veteran Affairs emergency managers serving VA Offices of Emergency Management. The only area small business hotels considered are hotels with meeting rooms for 95 attendees located in the Williamsburg, VA area during October 17 to 21, 2011. NAICS 721110, Hotels except Casino Hotels, size standard 7 million dollars. Required services are considered delivered FOB destination. Provide a block of rooms for 95 VA employees from October 17 through Oct 19, 2011. Provide Government rate lodging with cutoff no earlier than 1 week prior. Provide meeting room at same location. Provide wireless internet in meeting room and sleeping room at no charge. Meeting rooms must be available from 7:00am to 5:00pm. SCHEDULE OF SERVICES for pricing breakdown and evaluation purposes. ITEM 1: Main Meeting Room, Room Rent inclusive of all charges and tax, including fixed labor charges and expressed as one price, firm fixed price only. Dates of rental are Oct 18 to 20, 2011. Dates of rental are Oct 18 to 20, 2011. Room set up is Classroom style. ITEM 2: Two (2) each Breakout Room on 10/20/2011only, 20 person in each room. Room Rent inclusive of all charges and tax, including fixed labor charges and expressed as one price, firm fixed price only. Table set in U-shaped configuration. ITEM 3: Business Office: Small Room. Room Rent inclusive of all charges and tax, including fixed labor charges and expressed as one price, firm fixed price only. Dates of rental are Oct 18 to 20, 2011. ITEM 4: Audio Visual Charges, firm fixed price only. Dates of AV requirements are Oct 18 to 20, 2011 for main meeting room. AV requirements include Head table for 4 with center podium, power at podium. On October 18, 2011 provide a microphone on riser at Podium, and Two hand held microphones. ITEM 5: Food and Beverage; Light Refreshments inclusive of all charges and tax, including fixed labor charges and expressed as one price, firm fixed price only. Provide water on table; Serve a Buffet Breakfast on October 18 to 20, 2011 at 7:00 am in main meeting room only. Provide a Mid Morning, and Mid Afternoon Break with Beverages only. Provide a lunch on October 19, 2011 only. The following FAR and VAAR provisions and clauses apply to this solicitation. Vendors shall include completed copies of FAR 52.212-3 [Offeror Representations and Certifications-Commercial Items] with their quote. The closing date and time of this solicitation is October 7, 2011, 4:00 p.m. CST. Submit quotations on company letterhead signed by an authorized company representative by the closing date and time. Quotes may be submitted via mail, fax, or e-mail. The following is an addendum to FAR 52.212-2 Evaluation-Commercial Items. a. The Government will award a contract resulting from this solicitation to the responsible contractor whose quote, conforming to the solicitation, provides the VA with the Best Value quotation, when price and non-price evaluation factors are considered. Award will be on an all or none basis. The following factors will be used to evaluate quotes: Technical acceptability and price. 1. Technical acceptability, explain how your company will meet the requirements and provide a separate and detailed quotation broken down by item numbers. Prospective contractors shall demonstrate that they understand the requirements by written capability statement submitted with their complete firm fixed price quotation. 2. Price. A fair and reasonable price determination will be made by various price analysis methods. 3. Evaluation Process: All quotes will be evaluated on overall technical acceptability and Past performance. The award decision will be based on the Best Value approach.
