- Bioscavenger Draft Request for Proposal and Industry Day Instructions Pre Solicitation Conference Announcement: The Medical Identification and Treatment Systems (MITS) Joint Product Management Office of The Chemical Biological Medical Systems (CBMS) Joint Project Management Office has released a Draft Request for Proposal (DRFP) and Industry Day Instructions at the following website link: https://www3.natick.army.mil/bscav.html. To be notified of website updates please register at the following link: https://www3.natick.army.mil/bscavreg.asp Synopsis of DRFP This DRFP release is pursuant to a competitive Bioscavenger (BSCAV)/Nerve Agent Prophylactic contract that will meet the requirement for medical countermeasures against the effects of nerve agent chemical warfare threats. The objective countermeasure must be safe, efficacious, quick acting, free from performance-decrementing side effects, relatively non-invasive, approved by the U.S. Food and Drug Administration (FDA), compatible with current military CBRN countermeasures, and usable in contemporary operational environments. The ultimate goal of the Bioscavenger/nerve agent prophylactic countermeasure project is to select, develop, and manufacture a FDA-approved drug/biologic to increase survival and decrease incapacitation such that forces can maintain operational effectiveness within a contaminated area following nerve agent exposure, irrespective of nerve agent type. Industry Day and DRFP Instructions MITS will conduct an Industry Day on 14 October 2011 at the Newport Hyatt, Newport, Rhode Island to discuss the BSCAV DRFP in order to enhance Government solicitation documents and Contractor proposal preparations/submittals. To attend the Industry Day, interested Contractors must register online at the following link https://www3.natick.army.mil/bscavreg.asp. The closing date for Industry Day registration is 5:00 pm EST on 7 October 2011. Attendees must be US citizens with valid identification or Non-US citizens with a clearance approved through their embassy must contact the JPEO-CBD security office Attn: Dwayne Green at dwayne.green2@us.army.mil. There is no registration fee, and meals will not be provided to attendees. Meal options will be available for a set price. The Government will not reimburse any expenses related to Industry Day. A block of hotel rooms have been reserved for Industry Day attendees. A link to the hotel website is currently being configured to allow attendees direct reservations for this event and will be published on the registration page. Individuals are encouraged to register early. Please DO NOT contact the hotel for reservations until the link goes live. For questions about registering please contact Maria Dunton at maria.dunton@us.army.mil. A Plenary Session will be held from approximately 0900-1145 [M2]on 14 October 2011. Contractors will be offered the opportunity to schedule a one-on-one meeting with the Government between the approximate hours of 1300-1630 on 14 October 2011. Requests for one-on-one meetings must be submitted with your registration forms. Scheduling times of the one-on-one meetings will be at the Government's discretion. Additional instructions, registration requirements and site location directions are provided in the Files Section at the above website link. Contractors reserving hotel rooms blocked for Industry Day must register no later than 12 October 2011. The Government does not intend to limit the number or types of teaming arrangements entered into by potential Offerors, i.e., any given contractor can propose as a prime contractor and/or participate as a subcontractor on one or more other proposing teams. Release of this DRFP is NOT a commitment by the Government to award a contract and the Government will NOT pay any costs incurred as a result of this release. Questions and comments should be emailed to leo.fratis@us.army.mil and entitled "BSCAV Comments/Questions." Contractors are encouraged to submit comments/questions regarding the DRFP documents via the following link http://www.avatar-computing.com/BSCAV/. Contractors desiring responses to specific questions/comments must submit their questions/comments in writing no later than 5:00 pm EST on 11 October 2011. Comments/questions received by the cutoff date will be addressed and discussed during the Industry Day using non-attribution procedures. Follow up responses to questions not answered during the Industry Day will be posted to the Q&A section of the website.
